Rep. Bowman called the meeting to order at 4:03 p.m.
MOTION: Rep. Ray moved to approve the minutes of February 18, 2005. The motion passed unanimously, with Rep. Christensen, Rep. Harper, Rep. Jones, and Rep. Morley absent for the vote.
H.B. 292 Commission on Racial and Ethnic Fairness (Rep. D. Bourdeaux)
Rep. Bourdeaux presented the bill with the assistance of Mr. Michael Zimmerman, Utah Supreme Court, and Mr. Dan Becker, Court Administrator's Office.
Spoke in favor of the bill: Ms. Michele Christiansen, Commission on Criminal and Juvenile Justice.
MOTION: Rep. Bourdeaux moved to amend the bill as follows:

48 (1) The commission shall be composed of 30 voting members as follows:

MOTION: Rep. Harper moved to pass the bill out favorably as amended. The motion passed unanimously.
H.B. 92 Safety Belt Law Requirement Amendments (Rep. M. Noel)
This bill was not acted upon due to the absence of the sponsor. However, the chair allowed testimony from the following individuals:
