Rep. Barrus called the meeting to order at 8:01 a.m.

MOTION:    Rep. Gowans moved to approve the minutes of the January 31, 2005 meeting. The motion passed unanimously, with Rep. Biskupski, Rep. Buttars, Rep. Cox, Rep. Johnson, Rep. Ure, and Rep Wheeler absent for the vote.

H.B. 203    Agricultural Advisory Board (Rep. M. Noel)

Rep. Noel explained the bill with the assistance of Kyle Stevens, Deputy Director, Utah Department of Agriculture and Food.

Spoke for the bill:    Todd Bingham, Utah Farm Bureau Federation

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously, with Rep. Johnson, Rep. Ure, and Rep. Wheeler absent for the vote.


MOTION:    Rep. Dayton moved that H.B. 203 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Johnson and Rep. Ure absent for the vote.

H.B. 226    Government Records Access and Management Act Requirements Regarding Animal Identification Program (Rep. C. Buttars)

Rep. Buttars explained the bill.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously.

H.J.R. 13    Resolution Supporting National Bear River Heritage Area Act (Rep. C. Buttars)

Rep. Buttars explained the bill with the assistance of the following:

    Elaine Thatcher, Chairman of the Board, Bear River Heritage Area
    Wilson Martin, State Historic Preservation Officer

MOTION:    Rep. Johnson moved to suspend the rules, so the resolution could be amended to include the Mormon Heritage Act.

SUBSTITUTE
MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed unanimously, with Rep. Noel and Rep Ure absent for the vote.

MOTION:    Rep. Dayton moved to adjourn the meeting. The motion passed unanimously, with Rep. Noel and Rep. Ure absent for the vote.

Rep. Barrus adjourned the meeting at 8:58 p.m.
