Representative Allen called the meeting to order at 4:52 p.m.

MOTION:    Rep. Hunsaker moved to approve the minutes of February 16, 2005. The motion passed unanimously, with Rep. Becker and Rep. Fowlke absent for the vote.

H.B. 312    Municipal Electrical Entities Amendments (Rep. A. Tilton)

Rep. Tilton presented the bill.

Spoke for the bill:        Ron Mortensen, Citizens for Taxpayers

Spoke against the bill:    Roger Tew, Utah League of Cities and Towns
                Tom Hardy, City Manager, Bountiful, Utah
                Lincoln Shurtz, Utah League of Cities and Towns
                Gary Crane, City Attorney, Layton/Morgan, Utah

MOTION:    Rep. Tilton moved to hold the bill and place it on the agenda for the next scheduled meeting.

SUBSTITUTE
MOTION:    Rep. Becker moved to table the bill. The motion passed unanimously, with Rep.         Noel absent for the vote.



MOTION:    Rep. Tilton moved to place H.B. 312 on the Master Study Resolution for         consideration during the 2005 General Session. The motion passed unanimously,         with Rep. Noel absent for the vote.

MOTION:    Rep Wiley moved to adjourn. The motion passed unanimously. Rep. Allen adjourned the meeting at 5:50 p.m.
