Committee Chair Scott K. Jenkins called the meeting to order at 8:10 a.m.

     MOTION: Sen. Killpack moved to approve the minutes of February 21, 2005.

    The motion passed unanimously with Sen. Hickman absent for the vote.

1.    1st Sub. S.B. 233 Blacklisting Amendments (A. Christensen)

     MOTION: Sen. Mansell moved to adopt 2nd Sub. S.B. 233.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    Sen. Christensen explained the bill.

     MOTION: Sen. Mayne moved to send the bill to Interim Study.

    The motion passed unanimously.

         2.    1st Sub. H.B. 105 Construction Filing Amendments (M. Morley)


    
The following amendments were distributed:     

1.    Page 14, Lines 407 through 408 :    

             407      [suspends the operation of] is not filed within
{   15 days after the day on which a building permit

             408      is issued

  the time set forth in Subsections 38-1-31(1)(a) and (b)       , the following do not apply:


2.    Page 19, Line 560 :

    MOTION: Sen. Killpack moved to adopt the amendments.

    The motion passed unanimously.

    Dana Farmer, Chairman, Utah Construction Suppliers Association, spoke in support of the     bill.

     MOTION: Sen. Killpack moved to pass the bill out favorably as amended.

    The motion passed unanimously.

3.    H.B. 163 Garnishment Fees (S. Mascaro)

    
The bill was not heard.

     MOTION: Sen. Hickman moved to adjourn.

    The motion passed unanimously at 8:37 a.m.
