Chair Bramble called the meeting to order at 8:07 a.m.
APPROVAL OF MINUTES:
MOTION: Sen. Bramble moved to approve the minutes of January 28th, 2005.
The motion passed unanimously with Sen. Dmitrich and Sen. Stephenson absent for the vote.
Sen. Peterson assumed the Committee Chair.
1. S.B. 153 TASK REFORM TASK FORCE (Sen. C. Bramble)
Sen. Bramble presented the bill to the committee.
MOTION: Sen. Bramble moved to amend S.B. 153 as follows:
1. Page 1, Line 27 through Page 2, Line 28 :
27 Other Special Clauses:
28 This bill is repealed on November 30, 2005.
2. Page 3, Lines 71 through 72 :
71 staffing the task force.
If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.

The motion passed with the Sen. Dmitrich and Sen. Stephenson absent for the vote.
Wallace McCormick, Citizen, spoke in favor of the bill.
MOTION: Sen. Stephenson moved to pass S.B. 153, as amended, out of committee
with a favorable recommendation.
The motion passed unanimously with Sen. Dmitrich absent for the vote.
2. H.B. 170 EXTENSION OF UTAH LOW-INCOME HOUSING TAX CREDITS (Rep. S. Clark)
Rep. Clark presented the bill to the committee.
William Erickson, Utah Housing Association and Kris Kyler, Utah Association of Realtors,
spoke in favor of the bill.
MOTION: Sen. Bell moved to pass H.B. 170 out of committee with a favorable recommendation.
The motion passed with Sen. Bramble and Sen. Dmitrich absent for the vote.
3. H.B. 7 INDIVIDUAL INCOME TAX - CONTRIBUTIONS FOR EDUCATION
(Rep. S. Allen)
Rep. Allen presented the bill to the committee.
MOTION: Sen. Bell moved to pass H.B. 7 out of committee with a favorable
recommendation.
The motion passed unanimously with Sen. Bramble and Sen. Dmitrich absent for the vote.
Acting Chair Peterson welcomed Sen. Dmitrich back to the committee after the Senator's
unexpected surgery and hospital stay.
4. H.B. 14 BOND ELECTION PROCESS AMENDMENTS (Rep. F. Hunsaker)
Rep. Hunsaker presented the bill to the committee.
MOTION: Sen. Dmitrich moved to pass H.B.14 out of committee with a favorable
recommendation.
The motion passed unanimously with Sen. Bramble absent for the vote.
MOTION: Sen. Bell moved to adjourn.

Sen. Peterson adjourned the meeting at 9:10 a.m.
