33 LONG TITLE
34 General Description:
35 This resolution of the House of Representatives recognizes the lengthy and superlative
36 service of Carole E. Peterson, Chief Clerk of the House.
37 Highlighted Provisions:
38 This resolution:
39 . recognizes the service Carole E. Peterson, Chief Clerk of the Utah House of
40 Representatives, has extended to every member, past and present, of the House of
41 Representatives;
42 . recognizes the impact for good Carole E. Peterson's service has had on the House as
43 an institution and on the citizens of the state; and
44 . honors the commitment to fairness Carole E. Peterson extended towards all whom
45 she served.

49 Be it resolved by the House of Representatives of the state of Utah:
50 WHEREAS, Carole E. Peterson is the first woman ever to be appointed Chief Clerk of
51 the Utah House of Representatives;
52 WHEREAS, Carole has served on the House staff for over 30 years;
53 WHEREAS, earlier in Carole's service, she held various positions, including committee
54 secretary, administrative secretary, engrossing clerk, and minute clerk;
55 WHEREAS, in 1985, Carole was appointed Chief Clerk of the House of
56 Representatives by Speaker Robert H. Garff;
57 WHEREAS, in addition to her many duties, Carole has greatly aided the work of the
58 House through her encyclopedic knowledge of parliamentary procedure and House rules;
59 WHEREAS, during her tenure as Chief Clerk, Carole has effectively resolved multiple
60 administrative challenges for the House of Representatives;
61 WHEREAS, Carole has efficiently coordinated the House's transition from a
62 paper-based bill tracking system to an electronic system and has conceived of and implemented
63 creative systems and processes to allow individual House members and the Legislature as a
64 whole to function more effectively;
65 WHEREAS, Carole used her expertise to benefit all state legislatures by serving on the
66 National Conference of State Legislatures committee that updated Mason's Manual of
67 Legislative Procedure, the definitive guide to legislative procedure;
68 WHEREAS, Carole is currently serving as the staff vice-chair of the National
69 Conference of State Legislatures Legislative Effectiveness and State Government Standing
70 Committee;
71 WHEREAS, Carole has been a member of the American Society of Legislative Clerks
72 and Secretaries for over 20 years, and served as its president in 1997;
73 WHEREAS, Carole was instrumental in Utah's success in hosting the National
74 Conference of State Legislatures in 2004 by recruiting and managing the volunteers that did so
75 much to make that conference a success;
76 WHEREAS, Carole provided the House with an effective and efficient part-time
77 session staff by carefully recruiting and supervising competent, friendly people;
78 WHEREAS, Carole has been fiercely loyal and committed to the House of
79 Representatives and has actively defended and asserted its role as a vital institution in our
80 representative democracy;
81 WHEREAS, Carole has acted fairly and impartially to assist and nurture each member
82 of the House, regardless of political affiliation or philosophy;
83 WHEREAS, despite her many responsibilities, Carole still found time to be active in
84 Little League Baseball, where she served as a manager and was selected by her fellow coaches
85 to coach the all-star team;
86 WHEREAS, despite her passionate commitment to the Utah House of Representatives,
87 Carole has always strived to put her family first: her husband, John, daughter Jan and sons
88 David and Phillip, and her ten grandchildren;
89 WHEREAS, Carole has decided to retire effective November 15, 2005, with over 30
90 years of service to the state of Utah; and
91 WHEREAS, Carole's tireless and unselfish service has made the state of Utah, the Utah
92 Legislature, and particularly the Utah House of Representatives stronger, more open, and more
93 effective servants of Utah's citizens:
94 NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
95 state of Utah recognizes the outstanding service of Carole E. Peterson, Chief Clerk of the
96 House, for her more than 30 years of committed service to the House of Representatives, to all
97 of its members, past and present, and to the citizens of the state of Utah.
98 BE IT FURTHER RESOLVED that a copy of this resolution be presented to Carole E.
99 Peterson.
