             8      LONG TITLE
             9      General Description:
             10          This bill amends the duties of the Center For Multicultural Health to include capacity
             11      building for translation services across Department of Health programs and translation
             12      and communication services for limited English proficiency individuals.
             13      Highlighted Provisions:
             14          This bill:
             15          .    amends the duties of the Center for Multicultural Health.
             16      Monies Appropriated in this Bill:
             17          This bill appropriates:
             18          .    as an ongoing appropriation subject to future budget constraints, $50,000 from the
             19      General Fund for fiscal year 2006-07 to the Department of Health.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Section 26-7-2 is amended to read:
             28           26-7-2. Center for Multicultural Health -- Duties.
             29          (1) As used in this section, "multicultural and minority health issues" means health,


             30      including mental and oral health, issues of particular interest to cultural, ethnic, racial, or other
             31      subpopulations, including:
             32          (a) disparities in:
             33          (i) disease incidence, prevalence, morbidity, mortality, treatment, and treatment
             34      response; and
             35          (ii) access to care; and
             36          (b) cultural competency in the delivery of health care.
             37          (2) There is created within the department the Center for Multicultural Health.
             38          (3) The Center for Multicultural Health shall:
             39          (a) promote and coordinate the research, data production and dissemination, education,
             40      and health promotion activities of the department, local health departments, local mental health
             41      authorities, public schools, community-based organizations, Indian tribes, and other
             42      organizations within the state as they relate to multicultural and minority health issues;
             43          (b) assist in the development and implementation of programs to address multicultural
             44      and minority health issues;
             45          (c) promote the dissemination and use of information on multicultural and minority
             46      health issues by minority populations, health care providers, and others;
             47          (d) seek federal funding and other resources to accomplish its mission;
             48          (e) provide technical assistance to entities within the state seeking funding to study or
             49      address multicultural and minority health issues;
             50          (f) develop and increase the capacity of the center to:
             51          (i) ensure the delivery of qualified timely culturally appropriate translation services
             52      across all department programs; and
             53          (ii) provide, where appropriate, linguistically competent translation and communication
             54      services for limited English proficiency individuals;
             55          [(f)] (g) provide staff assistance to any advisory committee created by the department
             56      to study multicultural and minority health issues; and
             57          [(g)] (h) annually report to the Legislature on its activities and accomplishments.


             58          Section 2. Appropriation.
             59          As an ongoing appropriation subject to future budget constraints, there is appropriated
             60      from the General Fund for fiscal year 2006-07, $50,000 to the Department of Health to fund the
             61      duties of the Multicultural Health Center as specified in Section 26-7-2 , as well as the
             62      translation and communication duties of the Center for Multicultural Health created in
             63      Subsection 26-7-2 (3)(f).
