8 General Description:
9 This bill appropriates monies to certain institutions within the State System of Higher
10 Education.
11 Highlighted Provisions:
12 This bill:
13 . appropriates S. , with the approval of the State Board of Regents, .S monies to
13a Weber State University, Southern Utah University, Snow
14 College, Dixie State College of Utah, the College of Eastern Utah, Utah Valley
15 State College, and Salt Lake Community College to:
16 . expand current degree programs;
17 . establish new degree programs; or
18 . hire additional personnel.
19 Monies Appropriated in this Bill:
20 This bill appropriates:
21 . as an ongoing appropriation subject to future budget constraints, $11,475,000 from
22 the General Fund for fiscal year 2006-07 to certain institutions within the State
23 System of Higher Education.

29 Be it enacted by the Legislature of the state of Utah:
30 Section 1. Appropriation.
31 As an ongoing appropriation subject to future budget constraints S. and the approval of
31a the State Board of Regents in accordance with the provisions of Section 53B-16-102 .S , there
31b is appropriated
32 from the General Fund for fiscal year 2006-07, $11,475,000 to the following institutions within
33 the State System of Higher Education to expand current degree programs, establish new degree
34 programs, or hire additional personnel:
35 (1) to Weber State University $2,235,000 as follows:
36 (a) $80,000 for criminal justice, crime scene investigation, and DNA evidence;
37 (b) $270,000 for expanded teacher education programs;
38 (c) $425,000 for aerospace technologies;
39 (d) $185,000 for biomedical and medical equipment technology;
40 (e) $255,000 for health administration programs;
41 (f) $450,000 for health professions programs expansion;
42 (g) $170,000 for science and engineering;
43 (h) $150,000 for additional faculty in programs to support critical jobs, including
44 business and finance, supply chain maintenance, and automotive service and maintenance; and
45 (i) $250,000 for Hill Air Force Base workforce education and training;
46 (2) to Southern Utah University $1,500,000 as follows:
47 (a) $100,000 for augmentation of masters of fine arts and for musical theater;
48 (b) $100,000 for hospitality and resort management;
49 (c) $100,000 for outdoor recreation and parks management;
50 (d) $400,000 for graduate studies;
51 (e) $250,000 for mathematics and science;
52 (f) $300,000 for a center for applied forensic science; and
53 (g) 250,000 for developmental math and English;
54 (3) to Snow College $555,000 as follows:
55 (a) $185,000 for nursing;
56 (b) $185,000 for math and engineering; and

58 (4) to Dixie State College of Utah $2,500,000 as follows:
59 (a) $400,000 for biological and life sciences;
60 (b) $300,000 for English and languages;
61 (c) $250,000 for special education;
62 (d) $225,000 for criminal justice;
63 (e) $250,000 for music;
64 (f) $300,000 for math and statistics;
65 (g) $225,000 for dental hygiene;
66 (h) $250,000 for secondary education; and
67 (i) $300,000 for chemistry and physics;
68 (5) to the College of Eastern Utah $550,000 as follows:
69 (a) $60,000 for a senior accountant;
70 (b) $30,000 for a second cashier;
71 (c) $30,000 for a second full-time police officer;
72 (d) $65,000 for a Dean of Students;
73 (e) $50,000 for an archeology curator;
74 (f) $50,000 for a trucking instructor;
75 (g) $55,000 for a biology instructor;
76 (h) $50,000 for an automotive instructor;
77 (i) $55,000 for a psychology/sociology/social work instructor;
78 (j) $55,000 for a nursing instructor; and
79 (k) $50,000 for an early childhood development instructor for the San Juan Campus;
80 (6) to Utah Valley State College $2,135,000 as follows:
81 (a) $150,000 for political science;
82 (b) $200,000 for communication;
83 (c) $100,000 for information systems;
84 (d) $210,000 for forensic science;
85 (e) $185,000 for biotechnology;
86 (f) $220,000 for deaf studies/ASL;
87 (g) $150,000 for engineering technology;

89 (i) $200,000 for theater;
90 (j) $300,000 for a nursing degree at the Wasatch Campus; and
91 (k) $300,000 for a business management degree at the Wasatch Campus; and
92 (7) to Salt Lake Community College $2,000,000 as follows:
93 (a) $300,000 for health sciences;
94 (b) $200,000 for female prison programs;
95 (c) $200,000 for biotechnology and biomanufacturing;
96 (d) $250,000 for nanotechnology;
97 (e) $100,000 for para education for classroom aides;
98 (f) $100,000 for supported employment training for individuals with disabilities;
99 (g) $500,000 for biology;
100 (h) $100,000 for workplace life skills and English; and
101 (i) $250,000 for engineering technology.
