             9      General Description:
             10          This bill establishes an informal science and technology education program within the
             11      Governor's Office of Economic Development.
             12      Highlighted Provisions:
             13          This bill:
             14          .    establishes an informal science and technology education program within the
             15      Governor's Office of Economic Development; and
             16          .    provides program staffing, governance, and duties.
             17      Monies Appropriated in this Bill:
             18          This bill appropriates:
             19          .    as an ongoing appropriation subject to future budget constraints, $100,000 from the
             20      General Fund for fiscal year 2006-07 to the Governor's Office of Economic
             21      Development.
             22      Other Special Clauses:
             23          This bill takes effect on July 1, 2006.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 63-38f-608 is enacted to read:


             30          63-38f-608. Science education program.
             31          (1) (a) There is established an informal science and technology education program
             32      within the Governor's Office of Economic Development.
             33          (b) The state science advisor shall act as the executive director of the program.
             34          (c) The State Advisory Council on Science and Technology shall advise the program,
             35      including:
             36          (i) approving all monies expended by the science and technology education program;
             37          (ii) approving all operations of the program; and
             38          (iii) making policies and procedures to govern the program.
             39          (2) The program may:
             40          (a) provide informal science and technology-based education to elementary and
             41      secondary students;
             42          (b) expose public education students to college level science and technology
             43      disciplines;
             44          (c) administer a science and technology camp program; and
             45          (d) provide other informal promotion of science and technology education in this state.
             46          (3) The science and technology camp program described under Subsection (2)(c) shall
             47      be:
             48          (a) provided exclusively for elementary and secondary students;
             49          (b) established as a grant program for camp providers; and
             50          (c) administered based upon annual requests for proposals, a documented review
             51      process, and grant awards.
             52          Section 2. Appropriation.
             53          As an ongoing appropriation subject to future budget constraints, there is appropriated
             54      from the General Fund for fiscal year 2006-07, $100,000 to the Governor's Office of Economic
             55      Development to fund the science education program established in Section 63-38f-608 .
             56          Section 3. Effective date.
             57          This bill takes effect on July 1, 2006.
