             8      LONG TITLE
             9      General Description:
             10          This bill modifies the Motor Vehicles Code by amending off-highway vehicle
             11      registration provisions.
             12      Highlighted Provisions:
             13          This bill:
             14          .    repeals the requirement that the Motor Vehicle Division assign an off-highway
             15      vehicle registration number to each registered off-highway vehicle;
             16          .    repeals the requirement that an owner of an off-highway vehicle affix and display
             17      the off-highway vehicle registration number assigned by the Motor Vehicle
             18      Division;
             19          .    repeals the requirement that the Board of Parks and Recreation make rules for the
             20      display of an off-highway vehicle registration number; and
             21          .    makes technical changes.
             22      Monies Appropriated in this Bill:
             23          None
             24      Other Special Clauses:
             25          This bill takes effect July 1, 2006.

             30      REPEALS:
             31          41-22-3.1, as enacted by Chapter 159, Laws of Utah 2004

             33      Be it enacted by the Legislature of the state of Utah:
             34          Section 1. Section 41-22-4 is amended to read:
             35           41-22-4. Falsification of documents unlawful -- Alteration or removal of serial
             36      number unlawful -- Display of sticker.
             37          A person may not:
             38          (1) knowingly falsify an application for registration, affidavit of ownership, or bill of
             39      sale for any off-highway vehicle;
             40          (2) alter, deface, or remove any manufacturer's serial number on any off-highway
             41      vehicle;
             42          (3) use or permit the use or display of any registration sticker, registration card, or
             43      permit[, or off-highway vehicle registration number] upon an off-highway vehicle or in the
             44      operation of any off-highway vehicle other than the vehicle for which it was issued [or
             45      assigned]; or
             46          (4) alter or deface a registration sticker, registration card, or permit[, or off-highway
             47      vehicle registration number] issued [or assigned] to an off-highway vehicle.
             48          Section 2. Section 41-22-5.1 is amended to read:
             49           41-22-5.1. Rules of board relating to display of registration stickers.
             50          In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, the
             51      board shall make rules for the display of[: (1)] a registration sticker on an off-highway vehicle
             52      in accordance with Section 41-22-3 [; and].
             53          [(2) an off-highway vehicle registration number in accordance with Section 41-22-3.1 .]
             54          Section 3. Repealer.
             55          This bill repeals:
             56          Section 41-22-3.1, Off-highway vehicle registration number -- Assignment --
             57      Display.
             58          Section 4. Effective date.


             59          This bill takes effect July 1, 2006.
