             15      LONG TITLE
             16      General Description:
             17          This bill addresses issues related to the 17th Amendment to the United States
             18      Constitution, permits the Legislature to give direction to certain United States Senators
             19      and receive certain reports from them, and directs that issues related to legislative
             20      participation in the selection of party candidates be referred to interim study.
             21      Highlighted Provisions:
             22          This bill:
             23          .    allows the Legislature to give direction to a United States Senator elected from
             24      Utah;
             25          .    allows the Legislature to direct a United States Senator elected from Utah to report
             26      to the Legislature on certain issues determined by the Legislature;
             27          .    provides that any direction or reporting requirements be made by a joint resolution


             28      of the Legislature; and
             29          .    enacts uncodified language directing the Judiciary Interim Committee to consider
             30      the issue of whether a process should be initiated to permit a political party to
             31      submit the names of candidates for review and selection by members of the
             32      Legislature in the same party.

             43      Be it enacted by the Legislature of the state of Utah:
             44          Section 1. Section 36-26-101 is enacted to read:
             45          36-26-101. Legislature's direction to U.S. Senators -- Reporting.
             46          (1) The Legislature may give direction to a United States Senator elected from Utah.
             47          (2) The Legislature may direct a United States Senator elected from Utah to provide a
             48      single report or periodic reports to the Legislature on:
             49          (a) the senator's progress with the direction given under Subsection (1); or
             50          (b) other issues as determined by the Legislature.
             51          (3) The Legislature shall provide any direction or reporting requirements under
             52      Subsections (1) and (2) by passing a joint resolution of the Legislature.
             53          (4) The Office of Legislative Research and General Counsel shall maintain a record of:
             54          (a) all resolutions passed under this section; and
             55          (b) all reports issued to the Legislature by a United States Senator in response to a
             56      resolution passed under this section.
             57          Section 2. Direction to refer matters to interim committee.
             58          The Judiciary Interim Committee shall consider the issue of whether a process should


             59      be initiated to permit a political party to utilize the political party's legislative party caucuses to
             60      assist in the selection of the political party's candidate for the office of United States Senator.
