Rep. Ray called the meeting to order at 8:10 a.m.

MOTION:    Rep. Menlove moved to approve the minutes of the January 17, 2006 meeting. The motion passed unanimously with Rep. Buxton and Rep. Lockhart absent for the vote.


H.B. 30    Emancipation of a Minor (Rep. R. McGee)

Rep. McGee introduced H.B. 30 and explained it to the committee. She was assisted by Rep. Lorie Fowlke, co-sponsor of the bill. The sponsors distributed handouts to the committee.

MOTION:    Rep. Litvack moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart absent for the vote.


H.B. 8        Marriage Preparation Education (Rep. R. McGee)

Rep. McGee introduced H.B. 8 and explained it to the committee. Handouts were provided to committee members.

MOTION:    Rep. Litvack moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart and Rep. Menlove absent for the vote


H.B. 229    Trauma Registry Data (Rep. S. Allen)

Rep. Allen introduced H.B. 229 and explained it to the committee, assisted by Jolene Whitney, Utah Department of Health. A fact sheet from the Department of Health was provided to committee members.

                        Kris Hansen, Utah Department of Health

MOTION:    Rep. Jones moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart and Rep. Menlove absent for the vote.


H.C.R. 3    Resolution Regarding the Harmful Effects of Tobacco, Alcohol, and Drugs on Youth (Rep. N. Hansen)

Rep. Hansen introduced H.C.R. 3 and explained it to the committee, assisted by Kristi Jones, Weber-Morgan Health Department.

MOTION:    Rep. Jones moved to amend the resolution as follows:


1.    Page 1, Lines 16 through 17 :    

             16          .    strongly urges educators in Utah's public education system to utilize
  Prevention Dimensions,       the state's Safe

             17      and Drug Free School curriculum
  ,       to educate students regarding substance abuse;



2.    Page 3, Lines 60 through 61 :    

             60      utilize
  Prevention Dimensions,       the state Safe and Drug Free School curriculum        ,       to educate the state's youth concerning

             61      substance abuse.



The motion to amend the resolution passed unanimously with Rep. Lockhart and Rep. Menlove absent for the vote.

Spoke in favor of the bill:    Jill Bowers, Weber-Morgan Governing Youth Council

MOTION:    Rep. Buxton moved to pass the amended resolution out favorably. The motion passed unanimously with Rep. Lockhart and Rep. Menlove absent for the vote.


H.B. 89    Adoption and Vital Statistics Amendments (Rep. K. Holdaway)

H.B. 89 was not considered in this meeting.


MOTION:    Rep. Jones moved to adjourn the meeting. The motion passed unanimously with Rep. Lockhart and Rep. Menlove absent for the vote.

Rep. Ray adjourned the meeting at 9:13 a.m.
