Rep. Barrus called the meeting to order at 8:10 a.m.

MOTION:    Rep. Dayton moved to pass the minutes of the January 18, 2006 meeting, with a
        grammatical correction. The motion passed unanimously, with Rep. Buttars, Rep. Painter, Rep.Ure and Rep. Wheatly absent for the vote.

MOTION:    Rep. Gowans moved that the committee send a letter to Kathleen Clarke, Director, Bureau of Land Management, supporting the appointment of Rep. Michael Noel as the Utah State Director of the Bureau of Land Management. The motion passed unanimously, with Rep. Ure and Rep. Wheatly absent for the vote

Rep. Barrus relinquished the chair to Rep. Noel.

H.B. 46    Energy Policy Amendments (Rep. R. Barrus)

Rep. Barrus explained the bill to the committee with the assistance of Rep. Ralph Becker.



MOTION:    Rep. Dayton moved to adopt 1st substitute H.B. 46. The motion passed unanimously.

MOTION:    Rep. Cox moved to amend the bill as follows:

1.    Page 5, Lines 121 through 124 :    

             121          (1) The state energy officer shall report annually to:
             122          (a) the governor;
             123          (b) the Natural Resources, Agriculture, and Environment Interim Committee;
{   and   }

             124          (c) the Public Utilities and Technology Interim Committee
{   .   }        ; and

    (d) the Workforce Services and Community and Economic Development Interim Committee.  

The motion to amend passed unanimously, with Rep. Johnson absent for the vote.

MOTION:    Rep. Ure moved to pass the bill out favorably, the motion passed unanimously, with Rep. Johnson absent for the vote.

H.B. 38    Water Reuse Requirements (Rep. B. Ferry)

Rep. Ferry explained the bill to the committee with the assistance of Jerry Olds, State Engineer.
