Rep. Barrus called the meeting to order at 8:08 a.m.

MOTION:    Rep. Walker moved to approve the minutes of the January 20, 2006 meeting. The motion passed unanimously, with Rep. Buttars, Rep. Dayton, Rep. Mathis, Rep. Painter, Rep. Ure, Rep. Wheatley and Rep. Wheeler absent for the vote.

H.B. 264    Acceptance of R.s. 2477 Rights-of-way Amendments (Rep. M. Noel)

Rep. Noel explained the bill to the committee.

Spoke for the bill:    Wayne Jones, Executive Director, Utah Power Sports Dealer's Association

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed, with Rep. Biskupski voting in opposition. Rep. Wheatly and Rep. Wheeler were absent for the vote.



H.B. 238    Authorizing Temporary Road Closures (Rep. M. Noel)

Rep. Noel explained the bill to the committee.

MOTION:    Rep. Johnson moved to pass the bill out favorably. The motion passed, with Rep. Biskupski voting in opposition and Rep. Wheeler absent for the vote.

H.B. 61    Criminal Penalty for Animal Cruelty (Rep. S. Wyatt)

Rep. Wyatt explained the bill to the committee.

Spoke for the bill:    Cheryl Smith, Executive Director, Wasatch Humane

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed, with         Rep. Dayton voting in opposition. Rep. Ure and Rep. Wheeler were absent for the         vote.

H.B. 69    Utah Dairy Act Amendments (Rep. B. Johnson)

MOTION:    Rep. Johnson moved to adopt 1st Substitute H.B.69. The motion passed unanimously, with Rep. Ure, Rep. Walker and Rep. Wheeler absent for the vote.

Rep. Johnson explained the bill to the committee, with the assistance of Rhett Roberts, owner, Redman Mineral.

MOTION:    Rep. Biskupski moved to adjourn the meeting. The motion passed unanimously, with Rep.Ure absent for the vote.
