Vice Chair Donnelson called the meeting to order at 8:35 a.m.

MOTION:    Rep. Newbold moved to approve the minutes of the January 26, 2006 meeting. The motion passed unanimously.

H.B. 323    Individual Income Tax Rate Reduction (Rep. J. Ferrin)

Rep. Ferrin introduced the bill and explained it to the committee. Wayne Trenbeath, citizen; Sheila Walsh-McDonald, Salt Lake Community Action Program; and Courtney White, Utah Education Association, spoke against the bill. Mike Jerman, Utah Taxpayers Association, spoke to the bill.

MOTION:    Rep. Frank moved to transmit the bill with a favorable recommendation. The motion passed with Rep. Cosgrove, Rep. McGee, and Rep. Moss voting in opposition and Rep. Romero absent for the vote.



H.J.R. 16    Resolution Urging Congressional Repeal of Federal Excise Tax on Telecommunications (Rep. L. Christensen)

Rep. Christensen introduced the resolution and explained it to the committee.

MOTION:    Rep. Painter moved to transmit the resolution with a favorable recommendation. The motion passed unanimously with Rep. Cosgrove, Rep. Frank, Rep. McGee, and Rep. Romero absent for the vote.

H.B. 95    Individual Income Tax Contribution for Community Spay and Neuter Programs (Rep. M. Noel)

Rep. Noel introduced the bill and explained it to the committee. Gregory Castle, No More Homeless Pets in Utah; Karen Bird, Manager, West Valley City Animal Shelter; Todd Bingham, Utah Farm Bureau; and Dr. Warren Hess, DVM, spoke in favor of the bill.

MOTION:    Rep. Cosgrove moved to transmit the bill with a favorable recommendation. The motion passed with Rep. Newbold voting in opposition and Rep. Lockhart and Rep. Romero absent for the vote.

MOTION:    Rep. Painter moved to adjourn. The motion passed unanimously with Rep. Lockhart and Rep. Romero absent for the vote.

The Vice Chair adjourned the meeting at 9:51 a.m.
