Vice Chair Donnelson called the meeting to order at 4:24 p.m.
MOTION: Rep. Murray moved to approve the minutes of the February 13, 2006 meeting. The motion passed unanimously with Rep. Hunsaker, Rep. Last, Rep. Lockhart, and Rep. Newbold absent for the vote.
H.B. 354 Tax Amendments (Rep. J. Dougall)
Rep. Dougall, assisted by Neil Ashdown, Chief of Staff to Governor Huntsman, and Keith Prescott an advisor to Governor Huntsman, introduced the bill and explained it to the committee. The following individuals spoke against the bill:

Karmen Sanone, Salt Lake County Aging Services
MOTION: Rep. Frank moved to transmit the bill with a favorable recommendation.
SUBSTITUTE
MOTION: Rep. McGee moved to proceed to the next item on the agenda. The substitute motion failed with Rep. Allen, Rep. Cosgrove, Rep. McGee, Rep. Moss, Rep. Murray, and Rep. Snow voting in favor and Rep. Hunsaker absent for the vote.
The original motion passed with Rep. Allen, Rep. Cosgrove, Rep. Hunsaker, Rep. McGee, Rep. Moss, Rep. Murray, and Rep. Snow voting in opposition.
H.B. 353 Sales and Use Tax Amendments (Rep. W. Harper)
Rep. Harper introduced the bill and explained it to the committee. Michael Jensen, Salt Lake County Council, spoke against the bill. Jim Olsen, Utah Retail Merchants Association, and Mike Jerman, Utah Taxpayers association, spoke for the bill.
MOTION: Rep. Last moved to transmit the bill with a favorable recommendation. The motion passed with Rep. Romero voting in opposition and Rep. Hunsaker, Rep. Lockhart, and Rep. Snow absent for the vote.
MOTION: Rep. Painter moved to adjourn. The motion passed unanimously with Rep. Hunsaker, Rep. Lockhart, and Rep. Snow absent for the vote.
The Vice Chair adjourned the meeting at 6:00 p.m.
