Committee Chair Thomas called the meeting to order at 9:13 a.m.
MOTION: Sen. Arent moved to approve the minutes of February 9, 2006. The motion passed unanimously with Sen. Hale absent for the vote.
1. S.B. 97 Student Club Amendments (Sen. D. C. Buttars)
Sen. Madsen presented the bill. Dee S. Larsen, Staff Attorney, explained the bill.
The following people spoke in opposition to the bill:

Karen Clare, Vice President, Eagle Forum, spoke in support of the bill
MOTION: Sen. Eastman moved to move to the next item on the agenda. The motion passed with Sen. Thomas voting in opposition and Sen. Stephenson absent for the vote.
2. S.B. 212 Veteran Survivor and Dependent Higher Education Benefit (Sen. S. McCoy)
Sen. Scott D. McCoy presented the bill. Dave Buhler, Utah System of Higher Education, spoke in support of the bill.
MOTION: Sen. Hale moved to pass S.B. 212, Veteran Survivor and Dependent Higher Education Benefit, out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Stephenson absent for the vote.
3. H.B. 285 Appropriation for Highly Qualified Teachers (Rep. K. Holdaway)
Rep. Kory Holdaway presented the bill with the help of Becky Hatch, National Board Certification Teacher Specialist from the Utah State Office of Education. Pam Searl, Utah State Office of Education, spoke in support of the bill.
MOTION: Sen. Arent moved to pass H.B. 285, Appropriation for Highly Qualified Teachers, out of committee with a favorable recommendation.
The motion passed unanimously with Sens. Madsen and Stephenson absent for the vote.
4. H.B. 289 Utah Education Network Amendments (Rep. K. Holdaway)
Rep. Holdaway presented the bill and offered amendments.
MOTION: Sen. Arent moved to amend H.B. 289 with the following amendments:

MOTION: Sen. Hale moved to pass H.B. 289, Utah Education Network Amendments, out of committee, as amended, with a favorable recommendation.
The motion passed unanimously with Sen. Madsen absent for the vote.
MOTION: Sen. Hale moved to place H.B. 289 on the Consent Calendar.

MOTION: Sen. Stephenson moved to adjourn.
