Committee Chair Killpack called the meeting to order at 8:35 a.m.

Approval of Minutes

     MOTION: Sen. Jenkins moved to approve the minutes of January 24, 2006.

     The motion passed unanimously with Sens. Walker and Mayne absent for the vote.
    
1.    1st Sub. H.B. 17 Uninsured Motorist Identification Database Program Amendments     (J. Murray)

    
Rep. Murray explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Mayne absent for the vote.

2.    H.B. 235 Public Safety Vehicles - Marking Lights (J. Murray)

    
Rep Murray explained the bill.



    Reed Richards, Deputy County Attorney, Weber County Sheriff's Association, spoke in     support of the bill.

     MOTION: Sen. Bramble moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Mayne absent for the vote.

     MOTION: Sen. Walker moved that the bill be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Mayne absent for the vote.

3.     S.B. 98 Safety Belt Enforcement Amendments (K. Hale)

    Sen. Hale explained the bill.

    Col. Scott Duncan, Utah Highway Patrol, spoke in support of the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed with Sens. Killpack, Walker, Hale and Mayne voting in favor of the bill     and Sens. Jenkins and Bramble voting in opposition.
    
4.    1st Sub. H.B. 19 Identification Card Amendments (J. Dunnigan)

    Rep. Dunnigan explained the bill.

     MOTION: Sen. Bramble moved to pass the bill out favorably

    The motion passed unanimously.

     MOTION: Sen. Walker moved to adjourn.

    The motion passed unanimously at 9:00 a.m.
