Chair Walker called the meeting to order at 8:10 a.m.
1. S.B. 202 Use of Oil and Gas Tax Revenues (L. Hillyard)
Sen. Hillyard presented the bill, proposed amendments to the bill, and distributed handouts to committee members.
MOTION: Sen. Madsen moved to accept the following amendments:
1. Page 2, Lines 34 through 41 :
34 59-5-115. Disposition of taxes collected -- Credit to General Fund.

Keith Prescott, Chair, Tax Review Commission, assisted in the presentation and spoke in favor of the bill.
Lee Peacock, President, Utah Petroleum Association, responded to questions from committee members and spoke in favor of the bill.
MOTION: Sen. Fife moved to pass S.B. 202, as amended, out of committee with a favorable recommendation.
2. H.B. 39 Utah International Trade Commission (S. Allen)
Rep. Allen presented the bill.
Sens. Mayne and Madsen spoke in support of the bill.
MOTION: Sen. Madsen moved to pass H.B. 39 out of committee with a favorable recommendation. The motion passed unanimously.
3. S.B. 246 County Director of Personnel Management Amendments (T. Hatch)
Sen. Hatch presented the bill.
Karl Hendrickson, Legal Counsel, Utah Association of Counties, spoke in support of the bill.
MOTION: Sen. Fife moved to pass S.B. 246 out of committee with a favorable recommendation. The motion passed unanimously.
MOTION: Sen. Fife moved to place S.B. 246 on the Consent Calendar. The motion passed unanimously.
4. H.B. 40 Expenditures for Tourism, Recreation, Cultural, and Convention Facilities and Activities (J.S. Adams)
Rep. Adams presented the bill.
MOTION: Sen. Madsen moved to pass H.B. 40 out of committee with a favorable recommendation. The motion passed unanimously.
5. S.B. 232 Amendments to Pete Suazo Athlete Commission (E. Mayne)
Sen. Mayne presented the bill.
MOTION: Sen. Mayne moved to delete S.B. 232 in title and body and replace it with 1st Sub. S.B. 232. The motion passed unanimously.
Blaze Wharton, Commissioner, Pete Suazo Athlete Commission, assisted in the presentation and proposed amendments to the bill.
MOTION: Sen. Mayne moved to accept the following amendments:
Page 19, line 564: after "within" delete "three" and insert "six"
Page 19, line 567: delete line 567 and renumber accordingly
Page 19, line 572: after "need not have" insert commission"
The motion passed unanimously.
Gene Fullmer, Former Middleweight Boxing Champion, responded to questions from committee members and spoke in favor of the bill. He introduced his brothers Dan and Jay and nephew Larry Fullmer, who spoke in favor of the bill.
Sens. Mayne and Fife declared a Conflict of Interest.
MOTION: Sen. Fife moved to pass 1st Sub. S.B. 232, as amended, out of committee with a favorable recommendation. The motion passed unanimously.
