             8      LONG TITLE
             9      General Description:
             10          This bill requires health care facilities, physicians, osteopathic physicians, and dentists
             11      to provide consumers, when requested, with a list of charges for professional services
             12      provided by the health care provider, and information of any discounts on billed
             13      charges.
             14      Highlighted Provisions:
             15          This bill:
             16          .    amends the Health Care Facility Licensing and Inspection Act to require health care
             17      facilities licensed under the act to provide a consumer with information regarding
             18      certain charges;
             19          .    amends the Utah Medical Practices Act to require a physician licensed under the act
             20      to provide a consumer with information regarding certain charges;
             21          .    amends the Utah Osteopathic Medical Practices Act to require osteopathic
             22      physicians to provide consumers with information regarding certain charges; and
             23          .    amends the Dentist and Dental Hygienist Practice Act to require a dentist to provide
             24      consumers with information regarding certain charges.

             36      Be it enacted by the Legislature of the state of Utah:
             37          Section 1. Section 26-21-23 is enacted to read:
             38          26-21-23. Consumer access to facility charges.
             39          A health care facility licensed under this chapter shall, when requested by a consumer:
             40          (1) make a list of prices available for the consumer which includes the facility's H. [ :
             41          (a)
] .H
50 most frequently performed:
             42           H. [ (i) ] (a) .H in-patient procedures; and
             43           H. [ (ii) ] (b) .H out-patient procedures; and
             44           H. [ (b) the 50 most commonly prescribed drugs in the facility; and ] .H
             45          (2) provide the consumer with information regarding any discounts available for:
             46          (a) charges for services not covered by insurance; or
             47          (b) prompt payment of billed charges.
             48          Section 2. Section 58-67-804 is enacted to read:
             49          58-67-804. Consumer access to provider charges.
             50          A physician licensed under this chapter shall, when requested by a consumer:
             51          (1) make a list of professional charges available for the consumer which includes the
             52      physician's 25 most frequently performed:
             53          (a) clinical procedures or clinical services;
             54          (b) out-patient procedures; and
             55          (c) in-patient procedures; and
             56          (2) provide the consumer with information regarding any discount available for:
             57          (a) services not covered by insurance; or
             58          (b) prompt payment of billed charges.


             59          Section 3. Section 58-68-804 is enacted to read:
             60          58-68-804. Consumer access to provider charges.
             61          An osteopathic physician licensed under this chapter shall, when requested by a
             62      consumer:
             63          (1) make a list of professional charges available for the consumer which includes the
             64      osteopathic physician's 25 most frequently performed:
             65          (a) clinical procedures or clinical services;
             66          (b) out-patient procedures; and
             67          (c) in-patient procedures; and
             68          (2) provide the consumer with information regarding any discount available for:
             69          (a) services not covered by insurance; or
             70          (b) prompt payment of billed charges.
             71          Section 4. Section 58-69-806 is enacted to read:
             72          58-69-806. Consumer access to provider charges.
             73          A dentist licensed under this chapter shall, when requested by a consumer:
             74          (1) make a list of professional charges available for the consumer which includes the
             75      dentist's 25 most frequently performed:
             76          (a) clinical procedures or clinical services;
             77          (b) out-patient procedures; and
             78          (c) in-patient procedures; and
             79          (2) provide the consumer with information regarding any discount available for:
             80          (a) services not covered by insurance; or
             81          (b) prompt payment of billed charges.
