7 LONG TITLE
8 General Description:
9 This bill modifies certain ballot form requirements in the Election Code.
10 Highlighted Provisions:
11 This bill:
12 . requires that the word "party" be included at the end of the name of each political
13 party listed in the straight party selection area of ballot sheets and electronic ballots;
14 and
15 . makes technical changes.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 20A-6-303 is amended to read:
27 20A-6-303. Regular general election -- Ballot sheets.
28 (1) Each election officer shall ensure that:
29 (a) copy on the ballot sheets or ballot labels, as applicable, are arranged in
30 approximately the same order as paper ballots;
31 (b) the titles of offices and the names of candidates are printed in vertical columns or in
32 a series of separate pages;
33 (c) the ballot sheet or any pages used for the ballot label are of sufficient number to
34 include, after the list of candidates:
35 (i) the names of candidates for judicial offices and any other nonpartisan offices; and
36 (ii) any ballot propositions submitted to the voters for their approval or rejection;
37 (d) (i) a voting square or position is included where the voter may record a straight
38 party ticket vote for all the candidates of one party by one mark or punch; and
39 (ii) the name of each political party listed in the straight party selection area includes
40 the word "party" at the end of the party's name;
41 (e) the tickets are printed in the order determined by the county clerk;
42 (f) the office titles are printed above or at the side of the names of candidates so as to
43 indicate clearly the candidates for each office and the number to be elected;
44 (g) the party designation of each candidate is printed to the right or below the
45 candidate's name; and
46 (h) (i) if possible, all candidates for one office are grouped in one column or upon one
47 page;
48 (ii) if all candidates for one office cannot be listed in one column or grouped on one
49 page:
50 (A) the ballot sheet or ballot label shall be clearly marked to indicate that the list of
51 candidates is continued on the following column or page; and
52 (B) approximately the same number of names shall be printed in each column or on
53 each page; and
54 (i) arrows shall be used to indicate the place to vote for each candidate and on each
55 measure.
56 (2) Each election officer shall ensure that:
57 (a) proposed amendments to the Utah Constitution are listed under the heading
58 "Constitutional Amendment Number __" with the number of the constitutional amendment as
59 assigned under Section 20A-7-103 placed in the blank;
60 (b) propositions submitted to the voters by the Utah Legislature are listed under the
61 heading "State Proposition Number __" with the number of the state proposition as assigned
62 under Section 20A-7-103 placed in the blank;
63 (c) propositions submitted to the voters by a county are listed under the heading
64 "County Proposition Number __" with the number of the county proposition as assigned by the
65 county legislative body placed in the blank;
66 (d) propositions submitted to the voters by a school district are listed under the heading
67 "School District Proposition Number __" with the number of the school district proposition as
68 assigned by the county legislative body placed in the blank;
69 (e) state initiatives that have qualified for the ballot are listed under the heading
70 "Citizen's State Initiative Number __" with the number of the state initiative as assigned under
71 Section 20A-7-209 placed in the blank;
72 (f) county initiatives that have qualified for the ballot are listed under the heading
73 "Citizen's County Initiative Number __" with the number of the county initiative as assigned
74 under Section 20A-7-508 placed in the blank;
75 (g) state referenda that have qualified for the ballot are listed under the heading
76 "Citizen's State Referendum Number __" with the number of the state referendum as assigned
77 under Sections 20A-7-209 and 20A-7-308 placed in the blank;
78 (h) county referenda that have qualified for the ballot are listed under the heading
79 "Citizen's County Referendum Number __" with the number of the county referendum as
80 assigned under Section 20A-7-608 placed in the blank; and
81 (i) bond propositions that have qualified for the ballot are listed under the title assigned
82 to each bond proposition under Section 11-14-206 .
83 Section 2. Section 20A-6-304 is amended to read:
84 20A-6-304. Regular general election -- Electronic ballots.
85 (1) Each election officer shall ensure that:
86 (a) the format and content of the electronic ballot is arranged in approximately the
87 same order as paper ballots;
88 (b) the titles of offices and the names of candidates are displayed in vertical columns or
89 in a series of separate display screens;
90 (c) the electronic ballot is of sufficient length to include, after the list of candidates:
91 (i) the names of candidates for judicial offices and any other nonpartisan offices; and
92 (ii) any ballot propositions submitted to the voters for their approval or rejection;
93 (d) (i) a voting square or position is included where the voter may record a straight
94 party ticket vote for all the candidates of one party by making a single selection; and
95 (ii) the name of each political party listed in the straight party selection area includes
96 the word "party" at the end of the party's name;
97 (e) the tickets are displayed in the order determined by the county clerk;
98 (f) the office titles are displayed above or at the side of the names of candidates so as to
99 indicate clearly the candidates for each office and the number to be elected;
100 (g) the party designation of each candidate is displayed adjacent to the candidate's
101 name; and
102 (h) if possible, all candidates for one office are grouped in one column or upon one
103 display screen.
104 (2) Each election officer shall ensure that:
105 (a) proposed amendments to the Utah Constitution are displayed under the heading
106 "Constitutional Amendment Number __" with the number of the constitutional amendment as
107 assigned under Section 20A-7-103 placed in the blank;
108 (b) propositions submitted to the voters by the Utah Legislature are displayed under the
109 heading "State Proposition Number __" with the number of the state proposition as assigned
110 under Section 20A-7-103 placed in the blank;
111 (c) propositions submitted to the voters by a county are displayed under the heading
112 "County Proposition Number __" with the number of the county proposition as assigned by the
113 county legislative body placed in the blank;
114 (d) propositions submitted to the voters by a school district are displayed under the
115 heading "School District Proposition Number __" with the number of the school district
116 proposition as assigned by the county legislative body placed in the blank;
117 (e) state initiatives that have qualified for the ballot are displayed under the heading
118 "Citizen's State Initiative Number __" with the number of the state initiative as assigned under
119 Section 20A-7-209 placed in the blank;
120 (f) county initiatives that have qualified for the ballot are displayed under the heading
121 "Citizen's County Initiative Number __" with the number of the county initiative as assigned
122 under Section 20A-7-508 placed in the blank;
123 (g) state referenda that have qualified for the ballot are displayed under the heading
124 "Citizen's State Referendum Number __" with the number of the state referendum as assigned
125 under Sections 20A-7-209 and 20A-7-308 placed in the blank;
126 (h) county referenda that have qualified for the ballot are displayed under the heading
127 "Citizen's County Referendum Number __" with the number of the county referendum as
128 assigned under Section 20A-7-608 placed in the blank; and
129 (i) bond propositions that have qualified for the ballot are displayed under the title
130 assigned to each bond proposition under Section 11-14-206 .
