             11      General Description:
             12          This concurrent resolution of the Legislature and the Governor urges the United States
             13      Congress to pass legislation to resolve federal identity theft and fraud issues.
             14      Highlighted Provisions:
             15          This resolution:
             16          .    urges the United States Congress to pass identity theft and fraud legislation related
             17      to the intentional misuse of a Social Security number by an individual or a
             18      company;
             19          .    urges that the legislation include increased and effective verification requirements
             20      by companies, accompanied by the tools and resources necessary to adequately
             21      verify whether or not a Social Security number is fraudulent, increased penalties for
             22      individuals who intentionally use fraudulent Social Security numbers to obtain
             23      employment, avoid child support obligations, or for other personal gain; and
             24          .    urges that the legislation include increased penalties for companies who repeatedly
             25      report wages on employees with fraudulent Social Security numbers.
             26      Special Clauses:
             27          None

             29      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:



             30          WHEREAS, identity theft and fraud includes the theft of a person's Social Security
             31      number for the purpose of obtaining employment, avoiding child support payments, or for
             32      other personal gain;
             33          WHEREAS, contributing to the problems are companies that do not have the tools or
             34      resources necessary to adequately verify whether or not a Social Security number is fraudulent
             35      and companies that are notified of fraudulent Social Security numbers of employees but take no
             36      corrective action; and
             37          WHEREAS, identity theft and fraud are national problems that must be addressed with
             38      additional countermeasures:
             39          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             40      Governor concurring therein, urge the United States Congress to support, work to pass, and
             41      vote for legislation that prevents the misuse of a person's Social Security number, whether by
             42      an individual or a company.
             43          BE IT FURTHER RESOLVED that the Legislature and Governor urge that the
             44      legislation include increased and effective verification requirements by companies,
             45      accompanied by the tools and resources necessary to adequately verify whether or not a Social
             46      Security number is fraudulent, and increased penalties for individuals who intentionally use
             47      fraudulent Social Security numbers to obtain employment, avoid child support obligations, or
             48      for other personal gain.
             49          BE IT FURTHER RESOLVED that the Legislature and the Governor urge that the
             50      legislation include increased penalties for companies who repeatedly report wages on
             51      employees with fraudulent Social Security numbers.
             52          BE IT FURTHER RESOLVED that copies of this resolution be sent to the Majority
             53      Leader of the United States Senate, the Speaker of the United States House of Representatives,
             54      the Social Security Administration, the Utah Department of Workforce Services, and to the
             55      members of Utah's congressional delegation.
