8 LONG TITLE
9 General Description:
10 This bill updates the code regarding a reference to the Division of Administrative Rules
11 to conform with current law.
12 Highlighted Provisions:
13 This bill:
14 . deletes the reference to the Division of Archives and replaces it with a reference to
15 the Division of Administrative Rules, to reflect statute provisions regarding filings
16 of orders, rules, and regulations of the governor or an entity of the executive branch.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 63-5a-7 is amended to read:
27 63-5a-7. Orders, rules, and regulations having force of law -- Filing requirements
28 -- Suspension of state agency rules.
29 (1) All orders, rules, and regulations promulgated by the governor, a political
30 subdivision, or other agency authorized by this act to make orders, rules, and regulations, not in
31 conflict with existing laws except as specifically provided herein, shall have the full force and
32 effect of law during the state of emergency, when a copy of the order, rule, or regulation is filed
33 with:
34 (a) the Division of [
35 agency; or
36 (b) the office of the clerk of the political subdivision, if issued by the chief executive
37 officer of a political subdivision of the state or agency of the state.
38 (2) The governor may suspend the provisions of any order, rule, or regulation of any
39 state agency, if the strict compliance with the provisions of the order, rule, or regulation would
40 substantially prevent, hinder, or delay necessary action in coping with the emergency or
41 disaster.
