7 LONG TITLE
8 General Description:
9 This bill modifies the Motor Vehicles Act by amending provisions relating to license
10 plates.
11 Highlighted Provisions:
12 This bill:
13 . requires the Division of Motor Vehicles to issue license plates with the "Life
14 Elevated" slogan and with a certain color and design once the division determines
15 that the existing inventories of statehood centennial and Ski Utah license plates are
16 exhausted;
17 . requires that license plates shall be renewed annually and specifies decal
18 requirements for registration renewals;
19 . specifies application location requirements for registration renewal decals on license
20 plates;
21 . repeals certain license plate slogan requirements; and
22 . makes technical changes.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 41-1a-402 is amended to read:
35 41-1a-402. Required colors, numerals, and letters -- Expiration.
36 (1) [(a) Except as provided in Subsection (3) and in Section 41-1a-407 , each] Each
37 license plate shall [be in colors selected by the commission and shall] have displayed on it:
38 (i) the registration number assigned to the vehicle for which it is issued;
39 (ii) the name of the state; and
40 (iii) a registration decal showing the date of expiration[; and] displayed in accordance
41 with Subsection (6).
42 [(iv) a slogan determined as provided in Section 41-1a-405 .]
43 [(b) A special group license plate issued under Section 41-1a-418 is exempt from the
44 slogan requirement under Subsection (1)(a)(iv).]
45 (2) If registration is extended by affixing a registration decal to the license plate, the
46 expiration date of the decal governs the expiration date of the license plate.
47 (3) [Each] Except as provided in Subsection (4), each original license plate that is not
48 one of the special group license plates issued under Section 41-1a-418 shall be a:
49 (a) statehood centennial license plate with the same color, design, and slogan as the
50 plates issued in conjunction with the statehood centennial; or
51 (b) Ski Utah license plate.
52 (4) Beginning on the date that the division determines the existing inventories of
53 statehood centennial license plates and Ski Utah license plates are exhausted, each license plate
54 that is not one of the special group license plates issued under Section 41-1a-418 shall:
55 (a) display the "Life Elevated" slogan; and
56 (b) have a color and design approved by the 57th Legislature in the 2007 General
57 Session that features:
58 (i) a skier with the "Greatest Snow on Earth" slogan; or

59 (ii) Delicate Arch.
60 (5) (a) Except as provided under Subsection 41-1a-215 (2), license plates shall be
61 renewed annually.
62 (b) (i) Except as provided in Subsection (5)(b)(ii), the division shall issue the vehicle
63 owner a month decal and a year decal upon the vehicle's first registration with the division.
64 (ii) The provisions of Subsection (5)(b)(i) do not apply to a vehicle issued a vintage
65 vehicle license plate in accordance with Section 41-1a-418 (1)(c)(ii).
66 (iii) The division shall issue the vehicle owner only a year decal upon subsequent
67 renewals of registration to validate registration renewal.
68 (6) The decals issued in accordance with Subsection (5) shall be applied as follows:
69 (a) for license plates issued beginning in 1974 through 1985, decals displayed on
70 license plates with black lettering on a white background shall be applied to the lower left-hand
71 corner of the rear of the license plate vehicles;
72 (b) decals displayed on statehood centennial license plates and on Ski Utah license
73 plates issued in accordance with Subsection (3) shall be applied to the upper left-hand corner of
74 the rear license plate;
75 (c) decals displayed on special group license plates issued in accordance with Section
76 41-1a-418 shall be applied to the upper right-hand corner of the license plate unless there is a
77 plate indentation on the upper left-hand corner of the license plate;
78 (d) decals displayed on license plates with the "Life Elevated" slogan issued in
79 accordance with Subsection (4) shall be applied in the upper left-hand corner for the month
80 decal and the upper right-hand corner for the year decal;
81 (e) decals issued for truck tractors shall be applied to the front license plate in the
82 position described in Subsection (6)(a), (b), or (d);
83 (f) decals issued for motorcycles shall be applied to the upper corner of the license
84 plate opposite the word "Utah"; and
85 (g) decals displayed on license plates issued under Section 41-1a-416 shall be applied
86 as appropriate for the year of the plate.
87 (7) (a) The month decal issued in accordance with Subsection (5) shall be displayed on
88 the license plate in the left position.
89 (b) The year decal issued in accordance with Subsection (5) shall be displayed on the

90 license plate in the right position.
91 (8) The current year decal issued in accordance with Subsection (5) shall be placed
92 over the previous year decal.
93 (9) If a license plate, month decal, or year decal is lost or destroyed, a replacement shall
94 be issued upon application and payment of the fees required under Section 41-1a-1211 or
95 41-1a-1212 .
96 Section 2. Repealer.
97 This bill repeals:
98 Section 41-1a-405, License plate slogan -- Purpose -- Selection.
