Rep. Mathis called the meeting to order at 9:18 a.m.

MOTION:    Rep. Bowman moved to approve the minutes of the January 18, 2007 meeting.
        The motion passed unanimously. Rep. Hendrickson was absent for the vote.

H.B. 204    Modifications to Open and Public Meetings (Rep. S. Wyatt)

Rep. Wyatt explained the bill to the committee.

Spoke for the bill:    Sarah Meyer, Utah School Boards Association
            
Spoke to the bill:    LeGrand Bitter, Utah Association of Special Districts

MOTION:    Rep. Hutchings moved to amend the bill as follows:

1.    Page 5, Lines 136 through 138 :    

             136          (i) listed under an agenda item [under] as required by Subsection (6)(a);
{   and   }

             137          (ii) included with the [advanced] advance public notice [in accordance with] required
             138      by this section
{   .   }        ; and

    (iii)    has allowed for public comment at the meeting where the action is taken.  




The motion to amend the bill failed with Rep. Hutchings, Rep. Fowlke, Rep.Hansen, and Rep.Wiley voting in favor of the motion. Rep. Hendrickson was absent for the vote.

MOTION:    Rep. Bowman moved to pass the bill out favorably. The motion passed with Rep Hutchings and Rep. Fowlke voting in opposition to the motion. Rep. Hendrickson was absent for the vote.

H.B. 103    Statewide Mutual Aid Act (Rep. C. Oda)

Rep. Oda explained the bill to the committee with the assistance of Mike Kuehn, Department of Public Safety.

MOTION:    Rep. Donnelson moved to adjourn. The motion passed unanimously with Rep. Hendrickson absent for the vote.

Rep. Mathis adjourned the meeting at 9:57.
