Rep. Ray called the meeting to order at 8:35 a.m.

MOTION:    Rep. Dougall moved to approve the minutes of the January 19, 2007 meeting. The motion passed unanimously with Rep. Litvack absent for the vote.


S.B. 7    Exploitation of a Vulnerable Adult Amendments (Sen. L. Hillyard)

Rep. Wyatt introduced S.B. 7 and explained it to the committee, assisted by Maureen Henry, Utah Commission on Aging.

MOTION:    Rep. Dougall moved to pass S.B. 7 out favorably. The motion passed unanimously.


H.B. 106    Registration Targeting Women and Minority-owned Enterprises (Rep. M. Wheatley)

Rep. Wheatley introduced H.B. 106 and explained it to the committee. He provided handouts to the committee.

Spoke to the bill:    Josie Valdez, citizen
                Francine Giani, Executive Director, Department of Commerce

Spoke in favor of the bill:    Barbara Reeves, citizen




MOTION:    Rep. Litvack moved to pass H.B. 106 out favorably.

SUBSTITUTE
MOTION:    Rep. Dougall moved to adjourn. The motion failed with Rep. Dougall voting in favor of the motion.

The original motion to pass the bill out favorably passed with Rep. Dougall voting in opposition to the motion.

MOTION:    Rep. Buxton moved to adjourn the meeting. The motion passed unanimously with Rep. Dougall absent for the vote.

Rep. Ray adjourned the meeting at 9:15 a.m.
