Rep. Barrus called the meeting to order at 2:09 p.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the January 19, 2007 meeting. The motion passed unanimously, with Rep. Donnelson, Rep. Draxler, Rep. Noel, Rep. Painter, and Rep. Sandstrom absent for the vote.

H.B. 110    State Fleet Efficiency Requirements (Rep. F. Hunsaker)

MOTION:    Rep. Hendrickson moved to amend HB 110 as follows:

1.    Page 1, Lines 14 through 17 :    

             14          .    requires the
{   executive director of the Department of Administrative Services   }        director of the Division of Fleet Operations       to

             15      make rules establishing standards and procedures for purchasing economically
             16      appropriate vehicles for the purposes and driving conditions for which they will be
             17      used, including procedures for granting exceptions
  by the executive director of the Department of Administrative Services       ;


2.    Page 4, Lines 110 through 117 :    

             110          (4) (a) [The] In accordance with Title 63, Chapter 46a, Utah Administrative
             111      Rulemaking Act, the
{   executive director of the Department of Administrative Services   }        director of the Division of Fleet Operations       :


             112
         (i) may make rules governing fuel dispensing [according to the procedures and
             113      requirements of Title 63, Chapter 46a, Utah Administrative Rulemaking Act.]; and
             114          (ii) shall make rules establishing standards and procedures for purchasing the most
             115      economically appropriate size and type of vehicle for the purposes and driving conditions for
             116      which the vehicle will be used
  ,       including procedures for granting exceptions        to the standards       by the executive

The motion passed unanimously, with Rep. Noel, Rep. Painter, and Rep. Sandstrom absent for the vote.

Rep. Hunsaker explained the bill to the committee.

MOTION:    Rep. Noel moved to passed the bill out favorably as amended. The motion passed unanimously.

MOTION:    Rep. Duckworth moved to adjourn the meeting. The motion passed unanimously.
