Rep. Tilton called the meeting to order at 12:05 p.m.

MOTION:    Rep. Morgan moved to approve the minutes of February 16, 2007. The motion passed unanimously with Rep. Clark and Rep. Last absent for the vote.

H.B. 387    Post-retirement Benefits Restrictions (Rep. J. Dougall)
    
Rep. Dougall presented the bill and asked Mr. John Schaff and Ms. Maria Stahla, Office of Legislative Auditor General, to present findings of a December, 2006, audit on the subject.

Spoke in opposition
of the bill:        Mr. Courtney White, Utah Education Association

MOTION:    Rep. Clark moved to pass the bill out favorably.



SUBSTITUTE
MOTION:    Rep. Hansen moved to refer the bill to Interim for further study.

The substitute motion failed with Rep. Clark, Rep. Last, Rep. Newbold, Rep. Tilton, and Rep. Dougall voting in opposition.

The original motion to pass the bill out favorably passed with Rep. Hansen, Rep. Morgan, and Rep. Shurtliff voting in opposition.

MOTION:    Rep. Clark moved to adjourn. The motion passed unanimously. Rep. Tilton adjourned the meeting at 12:45 p.m.
