Rep. Stephen H. Urquhart called the meeting to order at 5:08 p.m.
1. H.J.R. 9 Joint Rules Resolution - Executive Appropriations Committee Membership (Rep. D. Clark)
Rep. Clark introduced the resolution and explained it to the committee.
MOTION: Rep. Garn moved to pass the bill out favorably. The motion passed unanimously with Rep. Hughes absent for the vote.
2. H.J.R. 10 Joint Rules Resolution - Legislative Expense Reimbursement Process (Rep. B. Last)
Rep. Last introduced the resolution and explained it to the committee.
MOTION: Rep. Hughes moved to adopt the following amendments:
1. Page 1, Lines 17 through 18 :

The motion passed unanimously.
MOTION: Rep. Dunnigan moved to go to the next item on the agenda.
SUBSTITUTE
MOTION: Rep. Urquhart moved to pass the bill out favorably. The motion failed with Rep. Urquhart and Rep. Morley voting for the motion.
Rep. Urquhart welcomed members of the Senate Rules Committee to discuss the Joint Rules Recodification.
3. Joint Rules Recodification
John Fellows, Associate General Counsel, reviewed the proposed changes for the committee to consider on the Joint Rules Recodification Comparison Table - Expenses:
JR5-1-102, Legislative Expenses Oversight Committee
JR5-4-101, Reimbursement for Costs of Out-of-State Travel
The Committee approved the proposed changes.
Mr. Fellows reviewed the proposed changes for the committee to consider on the Joint Rules Recodification Comparison Table - Ethics:
JR 6-2-202. Powers - Subpoena - Contempt
JR Title 6, Chapter 4. Ethics Committee Procedures for Evaluating and Adjudicating Complaints
The Committee approved the proposed changes.
Mr. Fellows reviewed the Joint Rules Recodification Comparison Table - Title 4.
MOTION: Rep. Garn moved to approve the joint rules recodification with the changes discussed as a committee bill. The motion passed unanimously.
Rep. Urquhart adjourned the meeting at 5:50 p.m.
