Chair Dayton called the meeting to order at 8:03 a.m.

Chair Dayton welcomed everyone and announced that S.B. 57, "High School Graduation Amendments," would not be heard today. She explained that corrections to the minutes of January 16, 2007, had been made and distributed and would need to be approved, along with minutes of the last meeting.



MOTION: Sen. Jones moved to approve the corrected minutes of January 16, 2007, and the minutes of January 23, 2007. The motion passed unanimously.

1. S.B. 70 Utah Valley Institutional Name Change

Pres. John Valentine presented the bill and proposed an amendment.

MOTION: Sen. Jones moved to amend S.B. 70, Utah Valley Institutional Name Change, with the following amendments:

    1.    Page 1, Line 23

        23    .    changes the name of Utah Valley State College to Utah Valley                 University
  effective on July 1, 2008       ;


    2.    Page 6, Line 155



155            (1) Beginning July 1,
{   2007   }        2008       , Utah Valley State College             shall be known as Utah Valley


The motion passed unanimously.

Richard Kendell, Commissioner, Utah State Higher Education, and William Sederburg, President, Utah Valley State College (UVSC), speaking in support, discussed the bill and answered committee questions. Printed information was distributed.

Janette Hales Backham, Board of Trustees, UVSC; Eileen Crane, Adjunct Faculty, UVSC; Andrew Stone, Student Body President, UVSC; and Steven Clark, Faculty Senate President, UVSC, spoke in support.

MOTION: Sen. Jones moved to pass S.B. 70, Utah Valley University Institutional Name Change, out with a favorable recommendation as amended.

The motion passed with Sen. Stephenson voting in opposition.

2. S.B. 65 Elementary School Math Initiative

Sen. Bell presented the bill. Myron Cottam, Associate Superintendent, Utah State Office of Education (USOE); and Nicole Paulson, Elementary Math Specialist, USOE, spoke in support.


Chair Dayton turned the chair to Sen. Peterson.

Nedra Call, Curriculum Director, Nebo School District; Barbara Kuehl, Math and Science Curriculum Specialist, Jordan School District; Steve Peterson, Utah School Boards Association, and Vic Arnold, Utah Education Association, spoke in support.

Sen. Dayton resumed the chair.

MOTION: Sen. Jones moved to pass S.B. 65, Elementary School Math Initiative, out with a favorable recommendation.

The motion passed with Sen. Stephenson and Chair Dayton voting in opposition.

Chair Dayton noted that due to the late hour, H.B. 207, "School Truancy and Compulsory Education Amendments," and H.B. 68, "School Fee Waiver Amendments," would not be heard today. She indicated those bills would be at the forefront on the next agenda.

MOTION: Sen. Romero moved to adjourn. The motion passed unanimously.

Chair Dayton adjourned the meeting at 9:55 a.m.
