Committee Chair Buttars called the meeting to order at 8:05 a.m.

    MOTION: Sen. Christensen moved to approve the minutes of meetings held February 9th, 13th, and 15th, 2007.

    The motion passed unanimously with Sen. McCoy absent for the vote.

1.    H.B. 197 Amendments to Background Checks by Department of Health
    
(D. G. Buxton)

    Rep. Buxton explained the bill.

    Deborah Turner, Government Affairs, Utah Dept. of Health, spoke in support of the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously with Sen. McCoy absent for the vote.

2.    H.B. 249S1 Budget Priority for In-home and Community Based Long-term Care
    (E. Hutchings)




    
MOTION: Sen. Knudson moved to delete in title and body 1st Substitute H.B. 249 and replace it with 2nd Substitute H.B. 249, Budget Priority for In-home and Community Based Long-term Care.

    The motion passed unanimously with Sen. McCoy absent for the vote.

    Rep. Hutchings explained the bill.

    Deb Burcombe, Utah Health Care Assn., spoke in opposition to the bill.

     MOTION: Sen. Christensen moved to go to the next item on the agenda.

    The motion passed with Chair Buttars voting in opposition, and with Sen. McCoy absent for the vote.

3.    H.B. 312S1 Funding for Department of Health Early Intervention Programs
    
(S. Urquhart)

    
Sen. Christensen explained the bill on behalf of Rep. Urquhart.

    Deborah Turner, Utah Dept. of Health, answered questions about the bill and spoke in support of the bill.

    Mike Sonntag, Utah Beer Wholesaler Assn., answered questions concerning the bill.

     MOTION: Sen. Knudson moved to pass the bill out favorably.

    The motion passed unanimously.

4.    S.B. 165S1 Producer and Affiliate Disclosure Amendments (M. Waddoups)

    
The bill was not considered.

5.    S.B. 124S1 Dental Hygienist Licensing Act Amendments (M. Waddoups)
    
    
The bill was not considered.

     MOTION: Sen. Christensen moved to adjourn.

    The motion passed unanimously.
