Chair Niederhauser called the meeting to order at 4:10 p.m.
    
Approval of Minutes

    MOTION:
Sen. Greiner moved to approve the minutes of February 14, 2007.

    The motion passed unanimously with Sens. Bramble and Waddoups absent for     the vote.

1.    1st Sub. H.B. 87 Severance Tax Related Amendments (Rep. G. Snow)

    Rep. Snow explained the bill.

     MOTION: Sen. Goodfellow moved to pass 1st Sub. H.B. 87 out of Committee with a     favorable recommendation.

    The motion passed unanimously with Sens. Bramble and Waddoups absent for the vote.


2.    1st Sub. H.B. 142 Fee in Lieu of Property Tax Amendments (Rep. R. Wheeler)

    Rep. Wheeler explained the bill.

    Roger Tew, Counsel for Utah Associated Municipal Power Systems, spoke to the bill.

     MOTION: Sen. Goodfellow moved to pass 1st Sub. H.B. 142 out of Committee with a     favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Bramble moved to place 1st Sub. H.B. 142 on the Consent Calendar.

    The motion passed unanimously.

3.    S.B. 245 General Government Revisions - Authorization of Sales Tax Opinion Question     (Sen. C. Bramble)

    Sen. Bramble explained the bill.

     MOTION: Sen. Bramble moved to pass S.B. 245 out of Committee with a favorable     recommendation.

    The motion passed unanimously.

4.    H.B. 293 Centrally Assessed Property (Rep. K. McIff)

    
Sen. Van Tassell explained the bill.

     MOTION: Sen. Goodfellow moved to pass H.B. 293 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

     MOTION: Sen. Goodfellow moved to place H.B. 293 on the Consent Calendar.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

    Sen. Waddoups assumed the Chair.

5.    S.J.R. 13 Resolution Submitting Question to Voters on Removing the State and Local     Sales and Use Taxes on Food and Food Ingredients (Sen. W. Niederhauser)



    Sen. Niederhauser explained the resolution.

     MOTION: Sen. Niederhauser moved to pass S.J.R. 13 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

    Chair Niederhauser assumed the Chair.

6.    2nd Sub. H.B. 111 Personal Property - Certified Tax Rate Amendments
    (Rep. J. Dougall)

    Rep. Dougall explained the bill.

    Stan Lockhart, Government Affairs Coordinator, Micron Technology, assisted in the     explanation of the bill.    

     MOTION: Sen. Waddoups moved to pass 2nd Sub. H.B. 111 out of Committee with a     favorable recommendation.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

     MOTION: Sen. Goodfellow moved to adjourn.

    Chair Niederhauser adjourned the meeting at 4:35 p.m.
