8 LONG TITLE
9 General Description:
10 This bill amends the Utah Health Code to provide for the operation of the Utah Registry
11 of Autism and Developmental Disabilities and the operation of a public education
12 campaign related to autism spectrum disorders and developmental disabilities.
13 Highlighted Provisions:
14 This bill:
15 . requires the Department of Health to enter into an agreement for the operation of:
16 . the Utah Registry of Autism and Developmental Disabilities (URADD); and
17 . a public education campaign to increase the early identification of autism
18 spectrum disorders and developmental disabilities; and
19 . describes the purposes of URADD.
20 Monies Appropriated in this Bill:
21 This bill appropriates:
22 . as an ongoing appropriation subject to future budget constraints, $350,000 from the
23 General Fund for fiscal year 2008-09 to the Department of Health.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 26-7-4 is enacted to read:
32 26-7-4. Utah Registry of Autism and Developmental Disabilities.
33 (1) As used in this section, "URADD" means the Utah Registry of Autism and
34 Developmental Disabilities.
35 (2) The department may enter into an agreement with:
36 (a) the University of Utah or another person for the operation of URADD; and
37 (b) a person to conduct a public education campaign to:
38 (i) improve public awareness of the early warning signs of autism spectrum disorders
39 and developmental disabilities; and
40 (ii) promote the early identification of autism spectrum disorders and developmental
41 disabilities.
42 (3) URADD shall consist of a database that collects information on people in the state
43 who have an autism spectrum disorder or a developmental disability.
44 (4) The purpose of URADD is to assist health care providers to:
45 (a) determine the risk factors and causes of autism spectrum disorders and
46 developmental disabilities;
47 (b) plan for and develop resources, therapies, methods of diagnoses, and other services
48 for people with an autism spectrum disorder or a developmental disability;
49 (c) facilitate measuring and tracking of treatment outcomes;
50 (d) gather statistics relating to autism spectrum disorders and developmental
51 disabilities; and
52 (e) improve coordination and cooperation between agencies and other programs that
53 provide services to people with an autism spectrum disorder or a developmental disability.
54 Section 2. Appropriation.
55 As an ongoing appropriation, subject to future budget constraints, there is appropriated
56 from the General Fund for fiscal year 2008-09, $350,000 to the Department of Health for
57 operation of the Utah Registry of Autism and Developmental Disabilities.
