             8      LONG TITLE
             9      General Description:
             10          This bill establishes the Higher Education Access Enhancement Program to provide
             11      additional educational opportunities for post-high school students.
             12      Highlighted Provisions:
             13          This bill:
             14          .    establishes the Higher Education Access Enhancement Program to offer a statewide
             15      on-line associate's degree through Snow College and the College of Eastern Utah;
             16          .    provides Snow College's responsibilities for the program; and
             17          .    makes a nonlapsing appropriation.
             18      Monies Appropriated in this Bill:
             19          This bill appropriates:
             20          .    as an ongoing appropriation subject to future budget constraints, $2,000,000 from
             21      the Education Fund for fiscal year 2008-09 to Snow College; and
             22          .    for fiscal year 2008-09 only, $500,000 from the Education Fund to Snow College.
             23      Other Special Clauses:
             24          This bill takes effect on July 1, 2008.

             26      ENACTS:
             27          53B-16-209, Utah Code Annotated 1953

             29      Be it enacted by the Legislature of the state of Utah:
             30          Section 1. Section 53B-16-209 is enacted to read:
             31          53B-16-209. Higher Education Access Enhancement Program -- Snow College.
             32          (1) There is established the Higher Education Access Enhancement Program to provide
             33      additional educational opportunities for post-high school students who may face barriers to
             34      enrollment in traditional higher education programs.
             35          (2) Snow College shall:
             36          (a) establish and manage the Higher Education Access Enhancement Program;
             37          (b) make its on-line courses available statewide through the program to allow a student
             38      to complete the courses required for an associate's degree;
             39          (c) contract with the College of Eastern Utah to provide:
             40          (i) local access to the program for students within the region served by the College of
             41      Eastern Utah; and
             42          (ii) other services relating to the program;
             43          (d) extend the program beyond its campus and the region served by the College of
             44      Eastern Utah to provide local access for students through at least two additional rural centers;
             45      and
             46          (e) advertise the program to potential students.
             47          Section 2. Appropriation.
             48          As an ongoing appropriation subject to future budget constraints, there is appropriated
             49      from the Education Fund for fiscal year 2008-09, $2,000,000 to Snow College for the Higher
             50      Education Access Enhancement Program established in Section 53B-16-209 .
             51          Section 3. Appropriation.
             52          (1) There is appropriated $500,000 from the Education Fund for fiscal year 2008-09
             53      only, to Snow College for start-up costs of the Higher Education Access Enhancement Program
             54      established in Section 53B-16-209 , including promotion of the program.
             55          (2) The appropriation under Subsection (1) is nonlapsing.
             56          Section 4. Effective date.
             57          This bill takes effect on July 1, 2008.
