             8      LONG TITLE
             9      General Description:
             10          This joint resolution of the Legislature expresses support for the creation of a separate
             11      state within the present boundaries of the state of Utah.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    expresses support for the creation of a separate state, with the boundary stretching
             15      east and west across the present state of Utah and along the southern border of Utah
             16      County.
             17      Special Clauses:
             18          None

             20      Be it resolved by the Legislature of the state of Utah:
             21          WHEREAS, representation that reflects citizens' concerns was at the heart of the
             22      original 13 colonies' revolt from England;
             23          WHEREAS, as the architects of the United States Government, the Founding Fathers
             24      showed their commitment to representation by creating the three branches of government, and
             25      by further dividing the Legislative branch into two houses;
             26          WHEREAS, the history of this nation, and its unique legacy to governments throughout
             27      the world, demonstrates that representation of the people is the most sure way to preserve


             28      freedom;
             29          WHEREAS, citizens in the more populated areas of northern Utah have many interests
             30      that stand in stark contrast to the interests of southern rural areas of the state, which feel they
             31      do not have the influence on state policymaking that citizens along the Wasatch Front enjoy;
             32          WHEREAS, Article IV, Section 3 of the United States Constitution states in part, "New
             33      States may be admitted by the Congress into this Union; but no new State shall be formed or
             34      erected within the Jurisdiction of any other State; nor any State be formed by the Junction of
             35      two or more States, or parts of States, without the Consent of the Legislatures of the States
             36      concerned as well as of the Congress";
             37          WHEREAS, the creation of a separate state, consisting of the southern portion of the
             38      present state of Utah with a northern boundary stretching east and west across the present state
             39      of Utah at the southern border of Utah County, would provide the citizens of what is presently
             40      southern Utah increased access to their state government; and
             41          WHEREAS, the creation of a new state from the state of Utah requires the consent of
             42      the Utah Legislature and the United States Congress;
             43          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             44      gives its consent to the creation of a new state from the present state of Utah, consisting of the
             45      southern portion of the state with a northern boundary stretching east and west across the
             46      present state of Utah at the southern border of Utah County.
             47          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Speaker of
             48      the United States House of Representatives, the Majority Leader of the United States Senate,
             49      the Governor of the state of Utah, and to the members of Utah's congressional delegation.
