8 LONG TITLE
9 General Description:
10 This resolution of the Senate urges the United States Congress to pass legislation that
11 addresses the current illegal immigration crisis.
12 Highlighted Provisions:
13 This resolution:
14 . urges the United States Congress to "support and defend the Constitution of the
15 United States" by passing the necessary and appropriate legislation to resolve the
16 illegal immigration crisis;
17 . urges that the legislation should address U.S. border security, stop illegal
18 immigration, and end birthright citizenship for children of illegal immigrants; and
19 . urges that the legislation reject amnesty for illegal immigrants S. [
20 on temporary worker and guest worker legislation,
21 program or agreement that would lead to the creation of an open borders North
22 American Union.

26 Be it resolved by the Senate of the state of Utah:
27 WHEREAS, the United States Constitution Article IV, Sec. 4 declares, "The United

States shall guarantee to every State in this Union a Republican form of Government, and shall28
29 protect each of them against Invasion; and on Application of the Legislature, or of the
30 Executive (when the Legislature cannot be convened), against Domestic Violence";
31 WHEREAS, even conservative estimates of the number of illegal immigrants residing
32 in the United States range from 12 million to 20 million, with some estimates as high as 30
33 million;
34 WHEREAS, the illegal entry into the United States by tens of millions of illegal
35 immigrants S. [

37 WHEREAS, the federal government has allowed this illegal immigration invasion to
38 occur at an accelerated pace for the last several decades;
39 WHEREAS, the North American Free Trade Agreement and the Security and
40 Prosperity Partnership of North America are being used as the legal framework to create a
41 North American Union, which would erase the national borders between the United States,
42 Mexico, and Canada and eventually permit unlimited movement of people throughout North
43 America; and
44 WHEREAS, a condition of completely open borders throughout North America would
45 constitute the end of national independence for the United States of America, nullifying the
46 Declaration of Independence and the Constitution:
47 NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah urges the
48 United States Congress to "support and defend the Constitution of the United States" by
49 passing the necessary and appropriate legislation to resolve the illegal immigration crisis.
50 BE IT FURTHER RESOLVED that the Senate of the state of Utah urges that the
51 legislation should secure the United States' borders, stop illegal immigration, including ending
52 the economic incentives for illegal immigration, and end birthright citizenship for children of
53 illegal immigrants.
54 BE IT FURTHER RESOLVED that the Senate of the state of Utah urges the legislation
55 also reject any form of amnesty for illegal immigrants S. [
56 worker and guest worker legislation until illegal immigration has been brought under control
57 and stop funding and dismantle or repeal any government program or agreement, like the
58 Security and Prosperity Partnership of North America or the North American Free Trade

60 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
61 Leader of the United States Senate, the Speaker of the United States House of Representatives,
62 and the members of Utah's congressional delegation.
