Rep. Ray called the meeting to order at 9:10 a.m.

MOTION:    Rep. Dougall moved to approve the minutes of the February 18, 2008 meeting. The motion passed unanimously.


1st Sub. H.B. 316    Substance Abuse Treatment for Pregnant Women and Pregnant Minors (Rep. E. Hutchings)

Rep. Hutchings explained 1st Substitute H.B. 316 to the committee.

Spoke in favor of the bill:    Brent Kelsey, Division of Substance Abuse and Mental Health, Department of Human Services
                        Adam Trupp, Utah Behavioral Health Network Committee, Utah Association of Counties
                        Deb Hobbins, Utah Nurses Association

MOTION:    Rep. Harper moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Menlove moved to place 1st Substitute H.B. 316 on the Consent Calendar with the approval of Rep. Hutchings. The motion passed unanimously.




H.B. 445    Nursing Home Amendments (Rep. M. Newbold)


Rep. Newbold explained H.B, 445 to the committee.

MOTION:    Rep. Dougall moved to amend the bill as follows:

1.    Page 3, Lines 66 through 67 :    

             66          (f) must obtain Medicaid certification for the licensed Medicaid beds within
{   two   }        three       years

             67      of the date of transfer as documented under Subsection (2)(a)(iii)(B).

The motion to amend the bill passed unanimously.

MOTION:    Rep. Dougall moved to pass the bill as amended with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Dougall moved to place H.B. 445 as amended on the Consent Calendar with the approval of Rep. Newbold. The motion passed unanimously.

MOTION:    Rep. Dougall moved to adjourn the meeting. The motion passed unanimously.
