Rep. Tilton called the meeting to order at 3:15 p.m.

MOTION:    Rep. Noel moved to approve the minutes of January 29, 2008. The motion passed unanimously with Rep. Brown and Rep. McIff absent for the vote.

H.B. 308    Credit Card or Debit Card Transactions Act (Rep. W. Harper)

Rep. Noel moved to replace H. B. 308 with 1st Sub. H.B. 308. The motion passed unanimously with Rep. Brown and Rep. McIff absent for the vote.

Rep. Harper explained the bill with the assistance of Mr. Jim Olsen, President, Utah Retail Merchants.

Spoke in opposition

MOTION:    Rep. Winn moved to return the bill to the Rules Committee with a recommendation that it be referred to interim study. The motion passed unanimously with Rep. Fisher absent for the vote.

H.B. 300    Telephone Solicitation Amendments (Rep. S. Sandstrom)

Rep. Sandstrom requested the bill be returned to the Rules Committee.

MOTION:    Rep. McIff moved to return the bill to the Rules Committee. The motion passed unanimously with Rep. Fisher absent for the vote.

MOTION:    Rep. Brown moved to adjourn. The motion passed unanimously with Rep. Fisher absent for the vote. Rep. Tilton adjourned the meeting at 4:05 p.m.
