Committee Chair Peterson called the meeting to order at 9:03 a.m.
1. 1st Sub. H.B. 40 Safe Drinking Water Revisions (Rep. S. Andersen) (Sen. D. Stowell)
Rep. Sylvia Andersen introduced the bill. A handout was distributed.
MOTION: Sen. Christensen moved to pass 1st Sub. H.B. 40, Safe Drinking Water Revisions , out favorably. The motion passed unanimously with Sen. Stowell absent for the vote.
2 Approval of Minutes
MOTION: Sen. Fife moved to approve the minutes of February 14, 2008. The motion passed unanimously with Sen. Stowell absent for the vote.
3. 2nd Sub. H.B. 51 Water Right Forfeiture Protection (Rep. P. Painter) (Sen. M. Dayton)
Rep. Patrick Painter introduced the bill. A handout was distributed.
Steven Clyde, Attorney, Central Utah Water District; Fred Finlinson, Utah Water Coalition; John Leo Davis, Attorney, Summit Water Distribution Company; and Lincoln Shurtz, Utah League of Cities and Towns, spoke in support of the bill.
Todd Bingham, Vice President, Utah Farm Bureau Federation, spoke in opposition to the bill.
Sen Stowell proposed Amendment 4 which was distributed to the Committee. No action was taken on the amendment.
MOTION: Sen. Davis moved to pass 2nd Sub. H.B. 51, Water Right Forfeiture Protection, out favorably. The motion passed unanimously.
MOTION: Sen. Fife moved to adjourn. The motion passed unanimously.
Chair Peterson adjourned the meeting at 9:42 a.m.
