             9      LONG TITLE
             10      General Description:
             11          This resolution of the Legislature expresses support for public and private efforts to
             12      increase and improve cancer treatment, screening, and research programs.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    recognizes that cancer is the second leading cause of death in the United States;
             16          .    recognizes that cancer treatment, screening, and research programs reduce cancer
             17      deaths and can help prevent cancer;
             18          .    recognizes the need for private and public support of cancer treatment, screening,
             19      and research programs in Utah; and
             20          .    recognizes the importance of cancer prevention, early detection and survivorship
             21      programs, expanding access to services and programs, and public and private
             22      funding for cancer research.
             23      Special Clauses:
             24          None
             25     
             26      Be it resolved by the Legislature of the state of Utah:
             27          WHEREAS, cancer is the second leading cause of deaths in both men and women in


             28      the United States;
             29          WHEREAS, it is estimated that in 2009 nearly 8,000 Utahns will be diagnosed with
             30      some form of cancer;
             31          WHEREAS, it is estimated that in 2009 nearly 3,000 Utahns will die from cancer;
             32          WHEREAS, the cost of cancer to Utah and its citizens exceeds $150,000,000 each year;
             33          WHEREAS, treatment to cure or control cancer is essential in reducing the burden of
             34      cancer;
             35          WHEREAS, nearly 14% of Utahns are uninsured and unable to acquire adequate cancer
             36      treatment;
             37          WHEREAS, the Utah Comprehensive Cancer Control Program, developed by the Utah
             38      Department of Health and the Utah Cancer Action Network with the encouragement of the
             39      Utah Legislature, seeks to aid Utahns in getting the information they need to overcome their
             40      challenges with cancer;
             41          WHEREAS, Utah has some of the lowest cancer screening rates in the nation and
             42      subsequently some of the highest rates of cancer diagnosed at late stage; and
             43          WHEREAS, a number of opportunities for cancer research remain unfunded or
             44      underfunded:
             45          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             46      expresses appreciation to all Utahns in the public and private sectors involved in cancer
             47      treatment, screening, and research programs.
             48          BE IT FURTHER RESOLVED that the Legislature recognizes the need for and
             49      expresses support of public and private efforts to increase and improve cancer treatment,
             50      screening, and research efforts.
             51          BE IT FURTHER RESOLVED that the Legislature recognizes the importance of
             52      cancer prevention, early detection and survivorship programs, expanding access to cancer care
             53      services and programs, and public and private funding for cancer research.
             54          BE IT FURTHER RESOLVED that a copy of this resolution be sent to each of Utah's
             55      cancer treatment and research centers, the Utah Cancer Control Program of the Utah
             56      Department of Health, the Utah Cancer Action Network, and the American Cancer Society.
