9 General Description:
10 This joint resolution of the Legislature urges Governor Huntsman to convene a Housing
11 Mortgage Foreclosure Working Group to address the current foreclosure crisis in Utah.
12 Highlighted Provisions:
13 This resolution:
14 . urges Governor Huntsman to convene a Housing Mortgage Foreclosure Working
15 Group to seek a 90 to 120-day moratorium on all foreclosures in Utah, review all
16 feasible options for avoiding foreclosures on primary residences, and determine the
17 best course of action regarding the fast developing national policy on foreclosures.

21 Be it resolved by the Legislature of the state of Utah:
22 WHEREAS, thousands of Utah families and individuals are being adversely impacted
23 by the downturn in the economy;
24 WHEREAS, a startling number of those families and individuals, including both
25 homeowners and renters, are in danger of losing their homes because of delinquent mortgage
26 payments;
27 WHEREAS, many of these homeowners struggling to keep their homes are going

28 through the foreclosure process; and
29 WHEREAS, President Obama has presented a progressive plan to help distressed
30 homeowners find solutions to this growing crisis in the foreseeable future:
31 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
32 urges Governor Huntsman to immediately convene a Housing Mortgage Foreclosure Working
33 Group for the purpose of seeking a 90 to 120-day moratorium on all foreclosure proceedings in
34 the state of Utah, reviewing all feasible options for avoiding foreclosures on primary
35 residences, and determining the best course of action to take over the long term regarding the
36 developing national policy on foreclosures.
37 BE IT FURTHER RESOLVED that a copy of this resolution be sent to Governor
38 Huntsman, President Obama, Utah's congressional delegation, and the Utah Mortgage Lenders
39 Association.
