7 LONG TITLE
8 General Description:
9 This resolution amends deadlines related to legislative appropriations processes.
10 Highlighted Provisions:
11 This resolution:
12 . changes the deadline to prioritize fiscal note bills and identify other projects or
13 programs for new or one-time funding from the 33rd day of the General Session (a
14 Saturday) to the 32nd day (a Friday);
15 . changes the deadline to either pass or defeat each bill with a fiscal note of $10,000
16 or more from the 40th day (a Saturday) to the 39th day (a Friday);
17 . changes the deadline for each legislator to receive a copy of any bond bill from
18 noon on the 40th day (a Saturday) to the 39th day (a Friday);
19 . changes the deadline to either pass or defeat each bond bill from the end of the 40th
20 day (a Saturday) to the end of the 39th day (a Friday); and
21 . makes technical changes.

29 Be it resolved by the Legislature of the state of Utah:
30 Section 1. JR4-5-101 is amended to read:
31 JR4-5-101. Deadline for Passing Certain Fiscal Note Bills.
32 (1) (a) The House shall refer any Senate bill with a fiscal note of $10,000 or more to
33 the House Rules Committee before giving that bill a third reading.
34 (b) The Senate shall table on third reading each House bill with a fiscal note of $10,000
35 or more.
36 (2) (a) Before adjourning on the [33rd] 32nd day of the annual general session, each
37 legislator shall prioritize fiscal note bills and identify other projects or programs for new or
38 one-time funding according to the process established by leadership.
39 (b) Before adjourning on the [40th] 39th day of the annual general session, the
40 Legislature shall either pass or defeat each bill with a fiscal note of $10,000 or more except
41 constitutional amendment resolutions.
42 Section 2. JR4-5-301 is amended to read:
43 JR4-5-301. Deadline for Passing Bond Bills.
44 (1) Each legislator shall receive a copy of any bond bill by noon on the [40th] 39th day
45 of the annual general session.
46 (2) Before the calendared closing time of the [40th] 39th day of the annual general
47 session, the Legislature shall either pass or defeat each bond bill.
