Rep. Dunnigan called the meeting to order at 3:25 p.m.

MOTION:    Rep. Painter moved to approve the minutes of the February 6, 2009 meeting. The motion passed unanimously, with Rep. Clark and Rep. Duckworth absent for the vote.

H.B. 286    Regulation of Lending by the Department of Financial Institutions
        (Rep. K. Garn)


Rep. Garn presented the bill to the committee with the assistance of Ed Leary, Commissioner, Department of Financial Institutions. (handout)

MOTION:    Rep. Froerer moved to pass the bill out favorably. The motion passed unanimously, with Rep. Clark and Rep. Duckworth absent for the vote.

H.B. 320    Collection Agency Amendments (Rep. R. C. Webb)

Rep. Webb presented the bill to the committee.

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously, with Rep. Clark and Rep. Duckworth absent for the vote.


MOTION:    Rep. Kiser moved to place H.B. 320 on the Consent Calendar. The motion passed unanimously, with Rep. Clark and Rep. Duckworth absent for the vote.

H.J.R. 8    Joint Resolution Regarding Secret Ballot (Rep. C. Wimmer)

Rep. Wimmer presented the resolution to the committee.

MOTION:    Rep. Froerer moved to adopt 1st Substitute H.J.R. 8. The motion passed unanimously, with Rep. Clark, Rep. Duckworth, and Rep. Garn absent for the vote.

The motion to amend failed, with Rep. Biskupski, Rep. Duckworth, and Rep. Hansen voting in favor. Rep. Garn was absent for the vote.

The original motion to pass the bill out favorably passed, with Rep. Biksupski, Rep. Duckworth, Rep. Dunnigan, Rep. Hansen, and Rep. King voting in opposition. Rep. Garn was absent for the vote.

MOTION:    Rep. Painter moved to adjourn the meeting. The motion passed unanimously, with Rep. Garn absent for the vote.

Rep. Dunnigan adjourned the meeting at 4:45 p.m.
