Rep. Sumsion called the meeting to order at 2:11 p.m.

MOTION: Rep. Black moved to accept the minutes of February 4, 2009. The motion passed unanimously with Rep. Edwards, Rep. Frank, Rep. Ipson, and Rep. Powell absent for the vote.

S.B. 105, Engineering and Computer Science Initiative Amendments

Sen. Hillyard introduced the bill.

MOTION: Rep. Newbold moved to pass the bill out with a favorable recommendation . The motion passed unanimously. Rep. Powell and Rep. Hughes were absent for the vote.

S.B. 104, Higher Education Scholarship Program Amendments

Sen. Hillyard introduced the bill assisted by Dave Buhler, Utah System of Higher Education, and Rep. Fred R. Hunsaker.


MOTION: Rep. Holdaway moved to amend the bill as follows:


1.    Page 1, Lines 13 through 14 :    

             13          .    beginning with the
{   2010   }        2011       high school graduating class, changes the New Century

             14      scholarship to a set total amount of $5,000;

2.    Page 1, Lines 24 through 25 :    

             24          .    beginning with the
{   2010   }        2011       high school graduating class, changes the Exemplary

             25      Academic Achievement Scholarship to a set total amount of $5,000;

3.    Page 3, Lines 63 through 64 :    

             63          (b) For a student whose class graduates from high school in
{   2009   }        2010       and who completes

             64      the requirements under Subsection (1)(b) by September 1,
{   2009   }        2010       :


4.    Page 3, Lines 72 through 74 :    

             72          (c) For a student whose class graduates in
{   2010   }        2011       or after and who completes the

             73      requirements under this section the total scholarship is equal to $5,000, allocated over a time
             74      period described in Subsection (2)(d), as prescribed by the board.

5.    Page 8, Line 238 :    

             238          (2) For a student who graduates from high school in the
{   2008-09   }        2009- 10       school year:


6.    Page 9, Lines 247 through 249 :    

             247          (3) For a student who graduates from high school in or after the
{   2009-10   }        2010-11       school year,

             248      the total Exemplary Academic Achievement Scholarship is equal to $5,000, allocated over a
             249      time period described in Subsection (4), as prescribed by the board.


The motion to amend the bill passed unanimously with Rep. Hughes and Rep. Powell absent for the vote.

Melissa Miller Kincart, Utah System of Higher Education, spoke to the bill.

MOTION: Rep. Holdaway moved to pass the bill as amended out with a favorable recommendation. The motion passed unanimously with Rep. Wimmer absent for the vote.

H.B. 131, School Fee Amendments

Rep. Frank introduced the bill.

The following spoke against the bill:

Vik Arnold, Utah Education Association
Steve Peterson, Utah School Boards Association and Utah School Superintendents Association

MOTION: Rep. Newbold moved to pass the bill out with a favorable recommendation.

MOTION: Rep. Wimmer moved to adjourn. The motion failed with Rep. Powell, Rep. Wimmer, and Rep. Sumsion voting in favor of the motion. Rep. Hughes was absent for the vote.

The motion to pass the bill out with a favorable recommendation failed with Rep. Frank, Rep. Newbold, Rep. Wimmer, and Rep. Sumsion voting in favor of the motion. Rep. Hughes was absent for the vote.

MOTION: Rep. Wimmer moved to adjourn at 3:43 p.m. The motion passed unanimously.
