Rep. Frank called the meeting to order at 8:49 a.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the January 29, 2009 meeting. The motion passed unanimously with Rep. Bigelow, Rep. Bird, Rep. Ferry, and Rep. Mathis absent for the vote.


H.B. 49    Voter Challenge Amendments (Rep. N. Hansen)

MOTION:    Rep. Hansen moved to delete in title and body H.B. 49 and replace it with 1st Substitute H.B. 49. The motion passed unanimously with Rep. Ferry absent for the vote.

MOTION:    Rep. Wiley moved to pass 1st Substitute H.B. 49 with a favorable recommendation. The motion passed with Rep. Bird, Rep. Ferry, and Rep. Mathis voting in opposition to the motion.


S.B. 24    Early Voting Amendments (Sen. P. Knudson)

Sen. Knudson explained the bill.

                Scott Hogansen, Deputy Chief Auditor, Utah County




MOTION:    Rep. Mathis moved to proceed to the next item on the agenda. The motion passed unanimously.


S.B. 10    Department of Community and Culture - State-owned Art Inventory (Sen. M. Madsen)

Sen. Madsen explained SB10, assisted by Ally Isom, Deputy Director, Department of Community & Culture, who distributed a handout to committee members.

MOTION:    Rep. Bigelow moved to pass the bill with a favorable recommendation and return it to the Rules Committee for funding prioritization. The motion passed unanimously with Rep. Hansen absent for the vote.


H.B. 98    Campaign Finance Definitions (Rep. S. Allen)

MOTION:    Rep. Grover moved to return H.B. 98 to the Rules Committee at the request of the sponsor. The motion passed unanimously with Rep. Hansen absent for the vote.

MOTION:    Rep. Ferry moved to adjourn. The motion passed unanimously with Rep. Hansen absent for the vote.

Rep. Frank adjourned the meeting at 9:57 a.m.
