Rep. Webb called the meeting to order at 9:04 a.m.

MOTION:    Rep. Black moved to approve the minutes of January 29, 2009. The motion passed unanimously, with Rep. Chavez-Houck, Rep. Dunnigan, and Rep. Gibson absent for the vote.

1st Sub. H.B. 61 Local Government Entity Changes (Rep. K. Holdaway)

Rep. Holdaway introduced and explained the bill to the Committee.

MOTION:    Rep. Draxler moved to adopt 2nd Substitute H.B. 61. The motion passed unanimously, with Rep. Chavez-Houck, Rep. Dunnigan, and Rep. Gibson absent for the vote.

MOTION:    Rep. Hunsaker moved to amend 2nd Substitute H.B. 61 as follows:

1.    Page 59, Lines 1806 through 1807 :    

             1806          (i) the plat has been
{   certified   }        approved       under Section 17-23-20 by the county surveyor as a final

             1807      local entity plat, as defined in Section 17-23-20 ; and


The motion to amend passed unanimously, with Rep. Chavez-Houck and Rep. Dunnigan absent for the vote.

     LeGrand Bitter, Utah Association of Special Districts

MOTION:    Rep. Dunnigan moved to recommend 2nd Substitute H.B. 61 favorably as amended. The motion passed unanimously.

H.B. 259    Prohibition of Impact Fees on School Districts and Charter Schools (Rep. S. Sandstrom)

Rep. Sandstrom introduced and explained the bill to the Committee.

Spoke to the bill: Terry Shoemaker, Superintendent, Wasatch County School District
     Jodi Hoffman, Utah League of Cities and Towns

MOTION:    Rep. Fisher moved to hold the bill. The motion passed unanimously.

MOTION:    Rep. Draxler moved to adjourn the meeting. The motion passed unanimously. Rep. Webb adjourned the meeting at 9:55 a.m.
