             8      LONG TITLE
             9      General Description:
             10          This bill modifies the Highway Jurisdiction and Classification Act by amending and
             11      adding a description of a state park access highway.
             12      Highlighted Provisions:
             13          This bill:
             14          .    creates the North Access to Goblin Valley State Park;
             15          .    amends the description of the East Access to Goblin Valley State Park;
             16          .    amends the description of the access highway for Green River State Park; and
             17          .    makes technical changes.
             18      Monies Appropriated in this Bill:

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Section 72-3-203 is amended to read:


             28           72-3-203. State park access highways -- Escalante State Park to Huntington State
             29      Park.
             30          State park access highways include:
             31          (1) ESCALANTE STATE PARK. Access to Escalante State Park begins in Garfield
             32      County at State Highway 12 and proceeds northwesterly on a county road a distance of 1 mile
             33      to the park's visitor center and is under the jurisdiction of Garfield County.
             34          (2) FORT BUENAVENTURA STATE PARK. Access to Fort Buenaventura State
             35      Park is at the visitor center/contact station in Weber County at 2450 A Avenue in Ogden. No
             36      access road is defined.
             37          (3) FREMONT INDIAN STATE PARK. Access to the Fremont Indian State Park
             38      begins in Sevier County at the Sevier Junction on Highway 89 and proceeds westerly on county
             39      road 2524 to interchange 17 on Interstate 70, a distance of 5.9 miles and is under the
             40      jurisdiction of Sevier County.
             41          (4) GOBLIN VALLEY STATE PARK (East Access). The East Access to the Goblin
             42      Valley State Park begins in Emery County at the junction of State Highway 24 and county road
             43      1012 and proceeds [southwesterly] westerly on [a] county road [11.7 miles to the
             44      overlook/parking area at the park and] 1012, a distance of 5.2 miles; then southerly on county
             45      road 1013, a distance of 6.0 miles; then southerly on county road 1014, a distance of 0.4 miles
             46      to the park entrance. The East Access is under the jurisdiction of Emery County.
             47          (5) GOBLIN VALLEY STATE PARK (North Access). The North Access to the
             48      Goblin Valley State Park begins in Emery County at the junction of Interstate 70 and county
             49      road 332 and proceeds southwesterly on county road 332, a distance of 10 miles; then southerly
             50      on county road 1033, a distance of 3.1 miles; then southeasterly on county road 1012, a
             51      distance of 10.6 miles; then southerly on county road 1013, a distance of 6.0 miles; then
             52      southerly on county road 1014, a distance of 0.4 miles to the park entrance. The North Access
             53      is under the jurisdiction of Emery County.
             54          [(5)] (6) GOOSENECKS STATE PARK. Access to Goosenecks State Park begins in
             55      San Juan County at State Highway 261 and proceeds southwesterly on State Highway 316 a
             56      distance of 3.6 miles to the parking area and overlook at the park and is under the jurisdiction
             57      of UDOT.
             58          [(6)] (7) ANTELOPE ISLAND STATE PARK. Access to Antelope Island State Park


             59      begins in Davis County at State Highway 127 and proceeds southwesterly on a county road a
             60      distance of 7.2 miles to the parking area and marina at the park and is under the jurisdiction of
             61      Davis County.
             62          [(7)] (8) GREAT SALT LAKE STATE PARK. Access to the Great Salt Lake State
             63      Park begins in Salt Lake County at Interstate Highway 80 and proceeds southwesterly on a
             64      county road a distance of 1.5 miles to the parking area and marina at the park and is under the
             65      jurisdiction of Salt Lake County.
             66          [(8)] (9) GREEN RIVER STATE PARK. Access to Green River State Park [is at the
             67      park entrance in Grand County at Green River Boulevard in Green River. No access road is
             68      defined.] begins in Emery County at the junction of Route 19 and Green River Boulevard and
             69      proceeds southerly on Green River Boulevard, a distance of 0.5 miles to the park entrance and
             70      is under the jurisdiction of Green River.
             71          [(9)] (10) GUNLOCK STATE PARK. Access to the Gunlock State Park begins in
             72      Washington County at the junction of county road (L009) and a county road and proceeds
             73      northwesterly on a county road a distance of 0.1 miles to the parking area at the park and is
             74      under the jurisdiction of Washington County.
             75          [(10)] (11) HUNTINGTON STATE PARK. Access to the Huntington State Park
             76      begins in Emery County at State Highway 10 and proceeds northwesterly on a county road a
             77      distance of 0.3 miles to the park entrance and is under the jurisdiction of Emery County.
