Rep. John Dougall called the meeting to order at 12:16 p.m.
MOTION: Rep. Garn moved to approve the minutes of the February 1, 2010 meeting. The motion passed unanimously with Rep. Last absent for the vote.
1. 2nd Sub. S.J.R. 3 Joint Resolution on Ethics Complaint Procedures (Sen. J. Valentine)
Senator Valentine explained the resolution to the committee.
Mr. Kim Burningham, Chair, Utahns for Ethical Government, and Ms. Dixie Huefner, Communications Chair for Utahns for Ethical Government, spoke in opposition to the bill.
MOTION: Rep. Chavez-Houck moved to amend the resolution as follows:

30a S. . requires the commission to prepare a public summary data report on an annual
30b basis and requires that the report be submitted
to
a committee of the Legislature; .S
The motion passed unanimously.
MOTION: Rep. Garn moved to pass the resolution with a favorable recommendation as amended. The motion passed unanimously with Rep. Last absent for the vote.
2. 2nd Sub. S.B. 136 Open and Public Meetings Revisions Related to Review of Ethics Complaints (Sen. J. Valentine)
Senator Valentine explained the bill to the committee.
MOTION: Rep. Cosgrove moved to pass the bill with a favorable recommendation. The motion passed unanimously.

Senator Valentine explained the bill to the committee.
MOTION: Rep. Last moved to pass the bill with a favorable recommendation. The motion passed unanimously.
