Rep. Webb called the meeting to order at 8:07 a.m.

MOTION: Rep. Black moved to approve the minutes of Friday, February 5, 2010. The motion passed unanimously with Rep. Dunnigan, Rep. Gibson, and Rep. Oda absent for the vote.

Rep. Webb relinquished the chair to Rep. Hunsaker.

H.B. 279    County Recorder Amendments (Rep. R. C. Webb)

Rep. Webb introduced and explained the bill, assisted by Ernest Rowley, of the Utah Association of County Recorders. Questions from the committee were discussed.

MOTION: Rep. Webb moved to amend the bill as follows:

1.    Page 1, Line 13 :    

             13              .    permits a county recorder in certain circumstances to

The motion to amend passed unanimously.

Ernest Rowley, representing the Utah Association of County Recorders spoke for the bill.

Brent Gardner, representing the Utah Association of Counties, spoke for the bill.


MOTION: Rep. Webb moved to amend the bill as follows:

1.    Page 4, Lines 101 through 103 :    

             101          (4) (a) A plat may not be submitted to a county recorder for recording unless:
             102          (i) prior to recordation, each owner of record of land described on the plat has signed
             103

2.    Page 17, Lines 519 through 521 :

MOTION: Rep. Greenwood moved that the committee recommend H.B. 279 favorably, as amended. The motion passed unanimously with Rep. Dunnigan absent for the vote.

S.B. 84    Special Service District Amendments (Sen. D. Hinkins) (Rep. K. McIff)

Sen. Hinkins introduced and explained the bill. Questions from the committee were discussed.

LeGrand Bitter, Utah Association of Special Districts, spoke to the bill.

MOTION: Rep. Black moved that the committee recommend SB84 favorably. The motion passed unanimously with Rep. Dunnigan absent for the vote.

MOTION: Rep. Greenwood moved to adjourn. The motion passed unanimously with Rep. Dunnigan absent for the vote.

Rep. Webb adjourned the meeting at 8:39 a.m.
