Chair Bramble called the meeting to order at 9:38 A.M.

MOTION: Sen. Goodfellow moved to approve the minutes of the February 11, 2010 meeting.

    The motion passed unanimously.

1.     S.B. 59 -- At-risk Student Provisions

    Sen. Goodfellow moved to adopt the following amendment:

1.    Page 2, Lines 52 through 56 :    

             52          53A-15-603. Gang prevention and intervention policies.
             53          (1)
  (a)       The State Board of Education shall adopt rules that require a local school board or

             54      governing board of a charter school to enact gang prevention and intervention policies for all
             55      schools within the board's jurisdiction.
    
  (b) The rules described in Subsection (1)(a) shall provide that the gang prevention and intervention policies of a local school board or charter school

governing board may include provisions that reflect the individual school district's or charter school's unique needs or circumstances.      


             56          (2) The rules described in Subsection (1) may include the following provisions:

     MOTION: The motion passed unanimously.

    Sen. Robles presented and explained the bill.     

    Larry Shumway, State Superintendent, Utah State Office of Education, spoke to the bill.

    Ronald Mortenson, Citizen, spoke in favor of the bill.

    MOTION: Sen. Morgan moved to pass S.B. 59 out of committee with a favorable recommendation.

    The motion passed unanimously.

MOTION: Sen. Dayton moved to adjourn.

        The motion passed unanimously.

Chair Bramble adjourned the meeting at 9:52 A.M.
